Cozen O’Connor Enhances its Aviation Practice with the Addition of Jonathon Foglia

Cozen O’Connor announced that Jonathon H. Foglia has joined the firm’s Transportation and Trade Practice in Washington, D.C., as a member. He brings extensive experience counseling aviation industry clients on a wide range of regulatory and commercial matters. Foglia also represents travel industry clients on compliance with consumer protection statutes and regulations. Foglia joins Cozen O’Connor’s highly regarded aviation regulatory practice, which has a Band One ranking from Chambers USA.

A considerable part of Foglia’s practice includes advising airline clients on licensing requirements, competition matters, joint ventures and alliances, air transport agreements and traffic rights, multilateral treaties concerning international air carriage liabilities, and competitive route proceedings. He regularly represents aviation industry clients in enforcement proceedings and investigations before federal government agencies, including the U.S. Department of Transportation, Federal Aviation Administration, Transportation Security Administration and Customs and Border Protection.

“Jonathon is an excellent strategic hire for Cozen O’Connor clients who need an aviation attorney with a deep understanding of transportation laws and has successfully represented clients before all the aviation regulatory bodies,” said David Heffernan, co-chair of Cozen O’Connor’s Aviation Industry Team.

Foglia spent the early part of his career working in the planning department of a major U.S. network airline, which afforded him an extensive knowledge of the legal and business sides of the commercial aviation industry. He has been consistently lauded by his peers as a leading aviation and regulatory attorney. He has been honored by peer-review publications including: Chambers USA, Who’s Who Legal, and Expert Guides. At Georgetown University Law Center, he teaches Aviation Law as an adjunct professor, and is the editor-in-chief for the American Bar Association’s Air & Space Lawyer.

“Cozen O’Connor has a history of being forward thinking and proactive,” Foglia stated. “The firm’s transportation and trade practice has a stellar reputation in the industry, and I am thrilled to be working with some of the most talented practitioners in the field. Cozen O’Connor provides an excellent platform for me to help our travel industry clients navigate the regulatory landscape as they recover from the challenges of the last year.”

Foglia’s addition follows the continued expansion of the Washington, D.C., office that has seen several key additions, including James J. Sullivan Jr., co-chair of Cozen O’Connor’s OSHA-Workplace Safety Practice, international construction litigation and government contracts veteran Lawrence M. Prosen to the Construction Law group, and John D. Shire, co-chair of the firm’s Health Law Practice.

Foglia earned his B.A. from American University where he graduated cum laude, and his J.D. from the Northeastern University School of Law.
