Moulton Joins C&S as Managing Planner in Sacramento

C&S has announced that Kelly Moulton, CM, ENV SP, has joined the company’s growing Northern California aviation practice. Moulton joins the firm after spending nearly 15 years with Sacramento County Department of Airports, where she worked in planning and project management and was involved in airport master plans, landside planning, environmental review, permitting and compliance, land use development, sustainability, and alternative project delivery.

As a managing planner with C&S, she supports both planning and engineering projects, working with airport clients across the country to help them ensure the viability and safety of their infrastructure.

Kelly is well known expert in the aviation industry and is the former chair of the ACI Land Use Working Group, member at large of the ACI Environmental Affairs Steering Committee, and is a project panelist for the Airport Cooperative Research Program’s Guidebook for Developing State Aviation System Plans.

She is a Certified Member of the American Association of Airport Executives, an Envision Sustainability Professional, and a graduate of the University of California at Davis.

Kim Stevens

Kim Stevens is the publisher of State Aviation Journal, which he founded in 2009. A longtime commercial-rated pilot, he was introduced to state aviation in 1992 as Director of the Nebraska Department of Aeronautics, later serving as Deputy Division Director for the Arizona Department of Transportation's Aeronautics Division. From 2013 to 2018, he was Director of Communications and Operations for the National Association of State Aviation Officials (NASAO) in Washington, D.C. Relocating to North Carolina, Kim worked for the Raleigh-Durham International Airport for two years and now concentrates solely on the Journal. Prior to his aviation career, Kim spent a decade in the newspaper and magazine business.
