Updated Statewide Plan Guides Investments in 134 Public-Use Airports

For the first time since 2017, Washington has a new playbook for the skies. A recently completed, comprehensive roadmap called the Washington Aviation System Plan (WASP) guides how the state invests, protects and modernizes its 134 public-use airports over the coming decade. This update arrives at a pivotal moment, as Washington’s aviation system has faced growing demand and rapid change. Since the last WASP was completed, the industry has transformed with the emergence of electric vertical takeoff and landing (eVTOL) aircraft, the popularity of sustainable aviation fuels, a widening pilot and mechanic workforce gap, and pressure on airport land from incompatible development. The updated WASP identifies key challenges and opportunities, including: Emerging aircraft technologies such as electric and hydrogen-powered aviation A statewide shortage of pilots and mechanics Increasing pressure from incompatible land use near airports Climate impacts and infrastructure maintenance needs “Aviation is evolving quickly, and planning needs to keep pace,” said David Ison, Ph.D., WSDOT Aviation Emerging Aviation Technology and Airport Land Use Planner. “This plan helps ensure Washington is ready for the next generation of aviation while continuing to meet today’s needs.” The updated plan includes several new and expanded elements: A statewide aviation sustainability framework to help airports improve efficiency, reduce environmental impacts and support long-term viability Analysis of advanced air mobility and infrastructure needs, including the role of Grant County International Airport as a testing and research hub Updated forecasts for aviation demand, airport capacity and system performance Identification of airports most at risk from development pressure, climate impacts and deferred maintenance Refined performance measures to guide state investment decisions Washington’s aviation system plays a critical role in the state’s economy and transportation network. Public-use airports support an estimated $107 billion in annual economic activity and serve as essential links for rural and tribal communities, emergency response and the state’s aerospace industry “The state’s airports are more than transportation hubs,” said Ann Richart, WSDOT Aviation director. “They support emergency response, connect communities and drive economic activity across Washington. The WASP gives decision-makers a shared, data-driven framework to keep this system strong into the future.” WSDOT Aviation will use the updated plan to: Guide state and federal investment in airport infrastructure Support airport sponsors applying for Airport Aid grants and Federal Aviation Administration funding Inform statewide aviation initiatives, including sustainability and system planning efforts Help protect airports through land-use compatibility planning The WASP update was funded through a Federal Aviation Administration (FAA) planning grant, with a 10% match provided by WSDOT Aviation.
Embry-Riddle, FDOT Host Inaugural Summit to Shape Future of Advanced Air Mobility in State

More than 300 leading researchers, policymakers and aviation innovators gathered at Embry-Riddle Aeronautical University for the first-ever Florida Advanced Air Mobility (AAM) Symposium, featuring two days of talks and advanced demonstrations on this revolutionary class of aircraft poised to transform how people and cargo are moved through the skies and the emerging sector’s potential economic impact. The event culminated in the live launch of an AAM aircraft from BETA Technologies, a leading electric aerospace company. “This symposium marked an important milestone in Florida’s race to become the first state with commercial AAM operations, allowing us to leverage the expertise of key partners across the industry which will drive our efforts even further,” said Florida Department of Transportation Secretary Jared W. Perdue, P.E. “Offering a forum where top industry leaders can routinely collaborate on the future of AAM will play a critical role in bringing this technology to Florida’s skies.” AAM, which includes breakthrough aircraft ranging from autonomous drones to air taxis, is set to transform aviation and aerospace capabilities and is likely to scale rapidly, with the potential for significant economic impact and high-paying jobs. With companies testing aircraft and the U.S. government leading in their safe integration into the airspace, the conference’s discussions set the agenda for understanding technology, safety, security, infrastructure, air traffic management, communications, policy and workforce challenges for AAM. Conference participants also discussed opportunities to build economic value through AAM — an evolution aligned with the mission of Embry-Riddle’s David B. O’Maley College of Business to serve as a premier destination for aviation and aerospace business education. “Embry-Riddle is proud to help facilitate the collaborative work that will guide the future of next-generation aviation,” said Embry-Riddle Aeronautical University President P. Barry Butler, Ph.D. “Our research expertise, combined with strong partnerships across government and industry, positions Florida as a national hub for AAM innovation.” Experts discussed AAM in fire, rescue and medical emergencies, along with varying types of vehicles used, including short- and vertical-takeoff aircraft. Propulsion technologies — such as hybrid, electric and hydrogen systems — were also explored. Panel discussions addressed a range of topics related to AAM implementation, such as building electrified infrastructure; developing vertiports; integrating aircraft into complex airspace; training the workforce, including pilots and maintenance technicians; and helping the public trust a new mode of air travel. Other panels focused on aircraft operations; infrastructure and economic development opportunities; and security. Government officials and industry representatives agreed that safety is paramount as AAM aircraft operations begin. They also noted that the AAM sector is poised to accelerate rapidly and enhance aviation by reducing noise, strengthening air traffic management systems, innovating in automation and increasing accessibility to air travel across rural, suburban and urban environments. Panelists agreed that Florida Governor Ron DeSantis, along with the state’s legislators and agencies, has created a positive environment for Florida to lead in AAM. Of note, Florida has updated legislation to allow vertiports and electric charging systems to receive funding as part of transportation projects and is home to leading AAM infrastructure, such as FDOT’s Suntrax Air, which features the nation’s first AAM test track. Symposium attendees were given a rare inside look at how AAM aircraft will operate through the live flight demonstration by BETA technologies, which flew its all-electric, fixed-wing aircraft, known as ALIA CTOL, at Embry-Riddle’s Flight Line near Daytona Beach International Airport. They also engaged with an immersive electric vertical takeoff and landing (eVTOL) simulator provided by Joby Aviation, a company developing electric air taxis for commercial passenger service. “This summit provided attendees with an unparalleled opportunity to explore ecosystem considerations and strategies for AAM integration,” said Dr. Jeremy Ernst, vice president for Research and Doctoral Programs at Embry-Riddle. “Participants also engaged directly with AAM technologies, learned about ongoing research and connected with government and industry partners to identify opportunities for developing and scaling AAM,” he said. “We look forward to future events with our partners at FDOT to continue advancing AAM innovation and implementation.” Together, Embry-Riddle, FDOT and the state of Florida will continue to collaborate with industry to lead the integration of AAM by advancing the technologies, designing the infrastructure, informing the policies and building the talent pipeline that will define the future of America’s skies.

AOPA Holds Annual Member Meeting, Elects New Trustees

The Aircraft Owners and Pilots Association (AOPA) recently held its annual member meeting at the National Aviation Community Center in Frederick, Maryland, where it elected two new members to the Board of Trustees and heard feedback from 17 members. “This is a game of inches, I want to be clear,” said AOPA Board of Trustees Chairman Luke Wippler as the meeting began. “We need all of our stakeholders pulling in the right direction. I recognize that we need to rebuild your trust.” Acting Co-President Katie Pribyl then discussed the state of AOPA’s advocacy efforts, while Acting Co-President Jill Baker presented about the state of AOPA’s finances. General Counsel Fernando Campoamor then provided details about the seven potential bylaw changes announced in April, noting that the bylaws have not changed in decades. “There are seven potential changes that have been outlined, and those are the things that were perhaps most essential for all of us to focus on,” said Campoamor. “We did this fairly quickly in the past eight weeks. But there is more that can clearly be done, and so when you’re thinking about commenting on what we should be doing or thinking about, not only think about the things that we have proposed, but also think about what else you think needs to happen so that it can be considered by the Board.” The Board continues to solicit feedback from members on any potential changes until 11:59 p.m. EDT on Friday, June 5, ahead of a vote to implement them this fall. Chairman Luke Wippler then opened the floor to invite members to speak. Prior to the meeting, Wippler announced a change to previously announced rules that limited speaking slots to 20 AOPA members and said any member who wanted would be allowed to speak. A total of 17 members spoke, highlighting both the successes and challenges that AOPA faces, and issues they want AOPA to work on. Members then voted to elect all 11 board members on the slate of candidates to a one-year term, including Peter Burwell and Ryan Samples, who are joining the board for the first time. Burwell has been an AOPA member for more than 15 years, and flies both fixed-wing and rotor, pistons and turbines. His aircraft of choice are a Cessna Skywagon for weekend flying and a Beechcraft Baron when he flies for business. He leads Burwell Enterprises, a family-owned diversified holding company, alongside his two brothers. Samples has been a member of AOPA for nearly 30 years and earned his private pilot certificate while in high school. He currently flies a Beechcraft V35 Bonanza, a Carbon Cub, an Icon A5, and a Cessna Citation CJ4. He founded BankOnIT in 2003, building it into one of the country’s leading providers of private cloud and IT infrastructure for community banks, and is a passionate advocate for bringing young people into flying. “My commitment to you is I value transparency,” said Wippler. “We won’t always agree, but we’ll know where each other stands, and I value optimism. I believe that this group gathered here today in Frederick because you care about GA and the need for a strong and vibrant AOPA. I ask that you lean in, that you be solution-oriented, and be additive to the organization.”
Airport Directors: Stop Telling Aviation Stories

By Eric Blinderman Something recently said to an airport director caused a cocked head and a puzzled look. “Your story is not an aviation one,” he was told. For someone who lives and breathes airport operations and making sure it fits the needs of the pilot community, it was an understandable reaction. That’s his world. It’s in his title and job description. Aviation, what he does, 24/7. This was not meant to discount his daily responsibilities to pilots, aircraft owners and tenants. That’s the community he serves every day. That’s the mission inside the fence. Keep revenue flowing. Keep operations robust. Keep things safe. We need all that. History shows local GA airports aren’t threatened when they lose revenue. They’re threatened when they lose the community. Long-term survival is what happens outside the fence. In a way, permission to succeed. That’s a term we often throw around a lot in aviation: “outside the fence.” The other folks. The aviation muggles. Non-pilots. People you don’t usually see at the airport. But just because they’re out of sight, we can’t keep them out of mind. Outside the fence is where value applies most. It’s not hyperbole that an airport’s long-term survival depends on the story being told ‘out there,’ and the one embraced by the community. As we said in the consumer goods world, “when they buy into you, they’ll buy from you.” If the story’s not about aviation, then what? It’s what it does for me. What it means to me? How my life benefits from it. It’s not the planes, it’s the people. How aviation and the local airport provides value. And that’s where a disconnect often rests. Live outside the fence and there’s a good chance you have no idea what goes on in the big tract of land. “Boys with their toys,” we’ve heard. A waste of space. Great spot for housing or a shopping center. Maybe a park or even a data center (the horror). If your airport’s story is being told for you, I can almost guarantee it’s not a very flattering one. First, remember that everyone has a story. People have stories. Companies, brands, non-profits, associations have one. Local airports especially have one, whether you‘ve intentionally built one or not, whether you like it or not. It’s simply what you mean to the community, the expectations placed upon you, and the value you offer. What’s up for grabs is who’s telling it. Who owns it? What are they saying? And does the airport story naturally weave into the community one? Does the airport story enhance the story that each resident carries with them? Take O’Hare, or Hartsfield, or Dulles. When people drive by, they know the story of that airport: that’s how I get across the country to a meeting, that how my family gets to Disney. That airport has a very defined value that is not often questioned. It’s part of the community and residents’ everyday life. For the most part, the larger commercial airport owns its own story. On the other hand, when someone (a citizen, business leader or elected official) drives by one of our more than 5,500 public-use GA airport, the story gets murkier. Unless you fly or have business at or with the airport, its value is not usually front-and-center. And that vacuum is often filled by mistruths and misperceptions. That’s when the story gets away from us. A negative that’s unfolding in far too many locales across the U.S. We all know of them. What people don’t understand, they don’t appreciate, value or support. That’s why education is among the single most important tasks an airport director has on his or her shoulders. Ensuring the community knows the value story of the airport; what it means to the community. What it means to the individual and the greater good. It’s not that people necessarily disapprove of the local airport (although we know many do), most just have no idea what goes on there. Do they know it: Provides hundreds of jobs and millions in direct revenue, or a boatload in taxes? Serves as the local staging area for search and rescue, disaster relief, law enforcement, agricultural support? Helps fill our nation’s pilot shortage through flight training? Often determines if a company sets up shop, or decides to do business in the city or town? All of this may be intuitive for us. Because we’re so deep in the weeds, we often assume everyone knows our airport’s value story. Just canvas the community and you may find a very different story – literally. Again, “telling stories” may not be in your job description. And it may not be a pressing issue given the never-ending to-do list on your desk. But we need to realize that in GA, connecting with the community isn’t a soft marketing task or the PR stuff that “I’ll get to when the field is mowed or the taxiway light is replaced, or when I settle that festering hangar issue.” I’m too busy to tell a story. Or be worried about it. Please, worry about it. And do something about it. Local airports across the country are in the crosshairs of community members for all of the – misguided – reasons we’ve discussed. And it almost always traces back to a fundamental lack of understanding of what the airport provides to residents, the benefits that only GA airports can offer, especially in times of need or peril. The untold, or misunderstood value story. Taking care of the field is certainly important stuff. Without it, we don’t have a functioning airport. But there may be no more important issue than your story, developing it, telling it, and protecting it. The fact that your airport’s long-term survival may depend on it is not an overstatement. Within FL Technics, Engines, Airframes & Materials Services (EAMS) functions as a one-stop shop that handles all aspects of spare parts trading, repairs, and engine management. The team focuses on supplying materials at a lower cost and shorter lead times compared to new OEM parts. This is achieved through a structured process: acquiring airframes and engines, disassembling them, recertifying the components, and returning them to the market as serviceable material, helping airlines lower overall aircraft ownership costs. In parallel, inventory is continuously replenished through the sourcing of additional parts and material packages, ensuring consistent availability. According to SNS Insider, the global used serviceable material market is projected to reach $10.86 billion by 2033, growing at a CAGR of 4.51%. This growth is driven by increasing aircraft retirements and the adoption of USM as part of airlines’ cost-reduction and sustainability strategies. What is asset trading? The definition of an “asset” varies across the industry. At FL Technics, the term is used broadly and includes airframes, engines (and major engine modules), landing gear, and auxiliary power units (APUs). Once an airframe is acquired and disassembled, these high-value assemblies become individual assets in their own right. Assets deemed unserviceable can hold significant value. When FL Technics purchases unserviceable engines, for example, it develops tailored solutions to repair and return them to service at lower cost, significantly extending their lifecycle. “We receive a constant flow of opportunities, which are then assessed by our evaluation team. They review each case in detail to determine the asset’s condition, potential value, and the work required to return it to service. This also includes assessing any additional equipment that may need repair or replacement,” notes Mr. Valiusevicius. The asset lifecycle: acquisition to market EAMS projects are inherently complex and long-term in nature. Success depends not only on technical expertise but also on strong relationships across the industry. At FL Technics, this involves close collaboration with lessors, airlines, and engine and asset management companies, supported by ongoing engagement through trade shows and direct client interaction. “We have developed relationships with all major leasing companies, airlines, and asset management companies and regularly receive RFPs (Requests for Proposal) for whole aircraft, engine, or airframe acquisitions. We conduct a detailed assessment of each opportunity, evaluating the asset’s current condition, required work scope, and investment needed before submitting a bid,” explains Ms. Wheeler. Once an asset is awarded, the process transitions into execution. FL Technics’ in-house legal team supports transaction efficiency, while technical teams conduct comprehensive reviews of records, certifications, and traceability. All repair work is performed at FAA-and-EASA certified shops, with strict requirements for serviceability, certification, and full traceability of all components. “One of the key problems that this model solves is time. Sending an engine for repair can be both lengthy and costly. For mid-life engines, we can often provide a serviceable solution that meets requirements at reduced cost and within a shorter timeframe,” says Ms. Wheeler. This value proposition is becoming increasingly relevant. According to the latest forecast by Aviation Week, engine spending is projected to account for 53% of total commercial aftermarket revenue in 2026 (up from 46% just two years prior), as rising parts costs and supply chain pressure push maintenance expenditure steadily higher. EAMS risk management Material availability can be unpredictable. In some cases, it takes longer to find the right module with the required configuration and remaining cycles, without over-building. To manage these challenges, FL Technics relies on clear internal standards, experienced personnel and vertically integrated capabilities, including ownership of its own engine shop, FL Technics Engine Services. This integration enables better cost control, reduced lead times, and greater operational flexibility. “We can secure maintenance slots in advance for assets arriving within weeks. This would be much harder if we had to rely on third-party service providers. There would simply be too many uncertainties. This gives us precious time and flexibility when we are searching materials,” says Mr. Valiusevicius.
