Oregon Department of Aviation Releases White Paper on Impacts of Federal UAS Restrictions on State Agencies

The Oregon Department of Aviation (ODAV) has released a white paper outlining the operational and financial impacts of recent federal restrictions affecting certain foreign made uncrewed aircraft systems (UAS) used by state transportation and aviation agencies. The report examines the effects of Office of Management and Budget Memorandum M-26-02, related guidance from the Federal Highway Administration, and Covered List determinations by the Federal Communications Commission. While these federal actions are intended to address national security concerns, state agencies report significant disruption to established UAS-enabled operations. Uncrewed aircraft systems are essential tools used to support engineering and surveying, construction inspection, emergency response, infrastructure documentation, and public communications. Based on responses from more than 20 states, the white paper documents grounded fleets, deferred projects, increased costs, and operational uncertainty. In Oregon, approximately 95 percent of ODAV’s UAS fleet, representing 21 airframes, could be impacted under current interpretations of federal guidance. This represents more than $250,000 in estimated investment exposure. At this time, Oregon does not have a dedicated budget to replace impacted aircraft with compliant systems. The report identifies several operational impacts experienced by states, including: Reduced ability to collect high-resolution mapping and engineering data Limitations on UAS use for federally funded construction projects Impaired rapid damage assessment during wildfire and disaster response Decreased ability to provide visual project updates and emergency communications to the public The white paper also provides order-of-magnitude cost modeling. Nationally, estimated replacement exposure for state agencies ranges from approximately $10 million to $50 million, with a plausible upper bound approaching $70 million depending on how broadly restrictions are applied. When local transportation agencies are considered, combined state and local replacement exposure could range from approximately $35 million to $105 million, not including secondary transition costs such as retraining, software migration, and workflow redevelopment. While recognizing the national security objectives underlying federal policy, the report emphasizes the need for clear and consistent guidance, transitional allowances for legacy systems, and funding mechanisms to support mandated fleet replacement. ODAV will continue working with federal partners, state agencies, and industry stakeholders to ensure aviation and transportation programs can operate safely and efficiently while aligning with federal policy requirements. Florida Legislature Recognizes ERU for 100 Years of Aviation and Aerospace Excellence

The resolution, which declared Feb 11, 2026, as “Embry‑Riddle Aeronautical University Day at the Capitol,” was presented by Sen. Tom Leek, Rep. Chase Tramont and Sen. Tom Wright, whose districts include parts of Volusia County, home to Embry‑Riddle’s Daytona Beach Campus. The congressmen announced the resolution in their respective chambers, recognizing Embry‑Riddle President P. Other notable successes include its record-breaking enrollment for the 2025-2026 academic year and the university’s more than $2.2 billion annual impact on the state’s economy, including the creation of more than 220 high-wage jobs and the attraction of $146 million in grants and equity investments since 2017. The resolution also highlights that Embry‑Riddle counts more than 160,000 alumni, including 10 astronauts and 12 four-star generals and admirals. Florida State Sen. AeroDefense Launches No-Cost Drone Detection Access Program for Local, State, and Federal Law Enforcement

AeroDefense has announced a new initiative that enables AirWarden® Essentials customers to share system access with public safety partners—including State, Local, Tribal, and Territorial (SLTT) law enforcement, DHS, and the FBI—at no additional cost to any party. AAR Appoints Dylan Wolin as Chief Financial Officer

AAR CORP. announced that its Board of Directors has appointed Dylan Wolin as the Company’s Chief Financial Officer, effective February 23, 2026. Wolin’s responsibilities will include finance, accounting, tax, treasury, investor relations, and corporate development. Dylan Wolin Wolin will rejoin AAR from Federal Signal Corporation, where he served as President of Elgin, Trackless, and Vactor, the company’s primarily municipal-focused specialty vehicle businesses, from 2024 to 2026. From 2017 to 2024, Wolin led AAR’s strategic and corporate development, treasury, and investor relations functions. He helped lead the Company’s portfolio repositioning, capital markets activities, and strategic planning, including the acquisitions of Trax and Triumph Product Support. Before joining AAR and Federal Signal, Wolin was a Director in Boeing’s Corporate Development group, where he was responsible for merger, acquisition, and joint venture transactions. Prior to Boeing, he served as a Vice President in Deutsche Bank’s Global Industrials Group within its investment banking division. Earlier in his career, Wolin was an Associate at McManus & Miles, a boutique investment bank specializing in financial advisory and private placements. Wolin earned a Bachelor of Arts in economics from Tufts University and a Master of Business Administration in finance from the Wharton School of the University of Pennsylvania. “I worked very closely with Dylan during his seven years at AAR. He was instrumental in developing the strategy we are executing today. I am thrilled he is rejoining our senior leadership team, bringing valuable additional operational and strategic experience,” said John M. GAMA Releases 2025 Aircraft Shipment and Billing Report

The General Aviation Manufacturers Association (GAMA) released the 2025 General Aviation Aircraft Shipment and Billing Report during its annual State of the Industry Press Conference last week. Overall, when compared to 2024, the business jet and piston airplane segments saw increases in shipments and preliminary aircraft deliveries were valued at $35.7 billion, an increase of 14.6%. “The state of the general aviation manufacturing industry remains steadfast. We continue to see robust numbers of total aircraft delivered as well as annual billings eclipsing $35 billion, the highest it has ever been. While some segments are seeing marginal declines in deliveries, they are all still above 2019 levels. As manufacturers work hard to meet the challenges and demand of today, they remain focused on advancing safety and innovation for the future of the entire aviation industry,” said James Viola, GAMA President and CEO. Airplane shipments in 2025, when compared to 2024, saw piston airplanes increase by ten units to 1,782, turboprops decline slightly by 5.1% with 594 units, and business jets increase 11.8% with 854 units. The value of airplane deliveries for 2025 was $31.0 billion, an increase of 16.1%. Helicopter shipments in 2025, when compared to 2024, saw piston helicopters at 206 units, and preliminary turbine helicopters at 732 units, a decrease of four and fourteen units respectively. The preliminary value of helicopter deliveries for 2025 was $4.7 billion, an increase of approximately 5.5%.
