Rachel Bingham, Interim Manager of Aviation Development, has accepted the position of Aviation Deputy Director and Manager of Aviation Development for the North Carolina Department of Transportation (NCDOT) Division of Aviation.
In her new role, Bingham will oversee the administration of NCDOT Aviation’s state and federal airport capital improvement and statewide assistance programs, as well as provide support for Bobby Walston, Director, Division of Aviation, as the Division’s second-in-command.
“Rachel has provided strong, skillful leadership in an interim role for the past two years during a time of extraordinary pressure from budget constraints and a pandemic,” said Walston. “She has a clear vision for how the Division and Development team can effectively serve our public airport system, and she has demonstrated how to propel our programs and operations in that trajectory. I’m delighted Rachel has accepted this important role.”
Bingham brings more than 24 years of experience in transportation engineering, including 10 years managing major airport infrastructure development projects for Charlotte Douglas International Airport, the state’s largest commercial service airport, and seven years working for the Division managing the prioritization and implementation of state and federally funded grant projects at North Carolina’s public airports.
Rachel holds a Bachelor of Science degree in civil engineering from North Carolina State University. She is a licensed professional engineer and member of the North Carolina Society of Engineers.
