Denise Garcia Named Deputy Director for MassDOT Aeronautics

Denise Garcia

Denise Garcia has been selected as the new Deputy Administrator for the MassDOT Aeronautics Division.  Her promotion is effective immediately.

Jeffrey DeCarlo, Administrator for the Division, said he is confident that Denise, in her new role, will make an immediate contribution to the division and provide leadership oversight and guidance to the Aeronautics staff relative to the administration of MassDOT’s state-wide policies and programs.

Garcia has been a member of the Aeronautics team for the past 20 years following a distinguished career in the Air Force as an aircraft mechanic on the F-15, F-16 and SR-71 fleet and at Massport where she was previously employed as a noise abatement technician and communications specialist working in Airport Operations. 

Denise is a graduate of Embry-Riddle Aeronautical University where she earned her bachelor’s degree in Professional Aeronautics and an MAS in Aviation/Aerospace Management. 

Kim Stevens

Kim Stevens is the publisher of State Aviation Journal, which he founded in 2009. A longtime commercial-rated pilot, he was introduced to state aviation in 1992 as Director of the Nebraska Department of Aeronautics, later serving as Deputy Division Director for the Arizona Department of Transportation's Aeronautics Division. From 2013 to 2018, he was Director of Communications and Operations for the National Association of State Aviation Officials (NASAO) in Washington, D.C. Relocating to North Carolina, Kim worked for the Raleigh-Durham International Airport for two years and now concentrates solely on the Journal. Prior to his aviation career, Kim spent a decade in the newspaper and magazine business.
