DOTD Celebrates May as General Aviation Appreciation Month

The Louisiana Department of Transportation and Development (DOTD) celebrates the month of May as General Aviation Appreciation Month. General aviation supports a vital role in the state’s response to business development, job creation, aerospace manufacturing, aviation education, emergency management, agricultural support, and search and rescue operations.

“On behalf of the whole department, we recognize the significant impacts and contributions of general aviation in Louisiana,” said DOTD Secretary Joe Donahue. “DOTD encompasses numerous transportation modes. The Office of Multimodal Commerce is a major component of the agency, and the safety of air travel is an extremely important part of our infrastructure for passengers and cargo alike.”

General aviation transforms the way people and goods move around Louisiana and the nation, uniting distant markets and enhancing the state’s economy. Throughout Louisiana, the 61 general aviation airports provide support and stimulate the economy by attracting and retaining businesses that allow companies to move people and goods in a timely and safe manner.

General aviation contributes over $1.1 billion in economic impact and supports over 10,000 jobs across the state, with an annual payroll of more than $469 million. DOTD’s commissioner of multimodal commerce, Julia Fisher-Cormier, says, “Aviation is crucial in supporting successful integration of multimodal commerce development initiatives in connecting Louisianans to critical transportation networks and improving the local, regional, and state economies.”

DOTD Aviation Section Announces New Aviation Program

The Louisiana Department of Transportation and Development’s Aviation Section has announced a new program aimed towards driving tourism to Louisiana airports. The Louisiana airport passport program, called Fly Louisiana, is designed to encourage pilots and aviation enthusiasts to visit airports throughout the state.

Fly Louisiana supports general aviation, local businesses and tourism in the state of Louisiana by promoting safety and education by encouraging recreational flights to all participating public use airports in the state of Louisiana. Participants who sign up for the app and complete certain incentives have the opportunity to win prizes such as aviation patches, flight bags, shirts and even a flight jacket.

“Other state DOTs across the country have similar programs and have seen much success over the years,” said Renee Lapeyrolerie, DOTD Commissioner of Multimodal Commerce. “Everyone can participate in this program, not just pilots. It is our hope to encourage aviation throughout the state and even open the door for others to learn about this exciting industry.”

Any licensed pilot from any state, their passengers and aviation enthusiast can register. Participants can create an account by downloading the AOPA app from all devices and then select the Fly Louisiana program. Participants will get credit by checking-in to any of the participating public use airports throughout the state, as well as visiting aviation attractions, attending safety seminars and bonus activities that include flying to seaplane bases and visiting out of state airports, to name a few.

“This is an exciting opportunity to connect with pilots and passengers of Louisiana and surrounding states,” said DOTD Assistant Aviation Director Josh Duplantis. “At DOTD Aviation, our focus is on airport infrastructure, and rightly so, but Fly Louisiana offers anyone and everyone the opportunity to engage with Louisiana’s airports and other aviation attractions and collect some pretty sweet rewards while doing it. I encourage everyone to participate; you never know what you might find or learn out there!”

Additionally, the Southern Air Heritage Foundation in Tallulah and the Commemorative Air Force- Big Easy Wing in New Orleans have both donated a ride in one of their aircraft to participants that have signed up for the Fly Louisiana app. Two winners will be randomly selected in May 2023 and the first 100 participants are eligible for the drawing.

The Fly Louisiana app will be available September 2, 2022.

Civix Enters Transaction Agreement with TSA for Aviation Channeling and Data Management System (ACDMS)

Civix has announced that it has entered into a transaction agreement with the Transportation Security Administration (TSA) to offer its Aviation Channeling and Data Management System (ACDMS), formerly known as Designated Aviation Channeling (DAC) services, to facilitate the communication of biographic and biometric data securely from aviation badging entities to TSA. Civix, an industry leader in airport software, is among a select few approved TSA enrollment providers.

“We’re thrilled to be an ACDMS provider and look forward to expanding our security services to airports and aviation entities around the country,” said Tim Walsh, president of Civix Airports. “Combining ACDMS services with our Aviation Secure Credentials (ASC) identity management system provides airports and aircraft operators with one entity to handle all of their badging needs.”

Civix will provide badging entities with a secure collection of biographic and fingerprint data and perform quality control to expedite background vetting by the federal government. Civix will retrieve the enrollment processing results from TSA and then provide them to the badging entities directly or through its ASC platform.

Walsh announced the approved agreement with TSA ahead of the AAAE Airport Credentialing & Access Control Conference, where the Civix team will showcase the latest iteration of its identity management solutions.

Louisiana’s DOTD Announces Inaugural Aviation Award Winners

The Louisiana Department of Transportation and Development (DOTD) announced the winners of the inaugural Louisiana Airport of the Year and Aviation Professional of the Year awards. The awards were presented on October 26, at the 2021 Louisiana Airport Managers and Associates Annual Conference held at the downtown Hilton Baton Rouge Capitol Center.

“On behalf of the whole department, congratulations to our award winners,” said DOTD Secretary Shawn D. Wilson, Ph.D. “As we know, DOTD encompasses much more than roads and bridges. The multimodal aspect is a major component of the agency, and air travel is obviously an important part of our infrastructure for passengers and cargo alike.”

These awards honor excellence and professionalism at all levels of airport operations.

To be considered eligible for the Airport of the Year award, an airport must have managed all maintenance inspection issues, managed all significant safety-related features, and made a significant impact on aviation through safety improvements/practices, construction, development, or management of aviation resources.

NBAA Unveils 2021 Business Aviation Top 40 Under 40; Includes Tina Wilson, Louisiana DOTD

The National Business Aviation Association (NBAA) has unveiled the 2021 Business Aviation Top 40 Under 40, which recognizes rising leaders who are driving innovation within the industry. Among those selected this year is Christina Wilson, Aviation Development Program Manager with the Louisiana Department of Transportation & Development.

“We are very proud of Tina and what she has accomplished here at DOTD in a relatively short period of time,” said Brad Brandt, Director of Aviation in the Office of Multimodal Commerce with the Louisiana Department of Transportation & Development. “Tina is a consummate leader. Her vision and performance bring the DOTD aviation office and airport construction program together to sustain the integrity of aviation safety and economic feasibility for the state of Louisiana.”

Wilson said she was honored to be included amongst this year’s group of talented and influential professionals. “Throughout my career in aviation, I have been blessed with incredible mentors and the opportunity to collaborate with bright colleagues who are passionate about supporting and growing safe flight,” said Wilson. “At Louisiana DOTD, our Aviation Division is dedicated and proud to serve our airport system, working each day to improve the safety and effectiveness of aircraft operations throughout the state. Louisiana DOTD Aviation Division and Director of Aviation Recognized with Awards from LAMA

The Louisiana Department of Transportation and Development Office of Multimodal Commerce’s Aviation Division was recently recognized with the Special Recognition Award by the Louisiana Airport Managers and Associates (LAMA) during their 50th anniversary virtual conference. This award was presented to this division for the state’s work in improving airports to allow for a safer and modern managed system that provide convenient and efficient access for travelers, businesses, and commerce. Additionally, Bradley Brandt, Director of Aviation, was also announced as the recipient of the esteemed Award of Distinction for his service to the aviation community.

Brandt holds a degree in Aviation Management from Embry-Riddle Aeronautical University, as well as an Aviation Law Diploma from the International Air Transport Association. He began his aviation career in airport operations at the Denver International Airport.  In 1998, he relocated to Louisiana where he became a program manager in the Noise Mitigation Program for the Baton Rouge Metropolitan Airport.  Three years later he joined DOTD’s Aviation Division, where he currently serves as the Aviation Director.

“It is an honor that DOTD’s Aviation Division has been recognized by this outstanding organization. I would like to praise the work this division does for our system of 69 publically owned airports statewide,” said DOTD Secretary Shawn D. Wilson, Ph.D. “I would also like to congratulate Brad on receiving this notable award from LAMA. The aviation community has seen his devotion to his work throughout the state in not only the improvements to our airport’s infrastructure but to the education and outreach for aviation safety. These are much deserving awards and I am proud of what this agency has accomplished.”

Brandt served as a member of the National Association of State Aviation Officials (NASAO), where he held numerous positions with the organization as a Regional Director for the Southwest Region, Chairman of the Finance Committee, and Chairman of the NASAO Center for Aviation Research and Education. He also served as Chairman of the NASAO Board of Directors in 2017.  Brandt is also a Dunbar Award winner, the State’s highest Civil Service award.

Metro Aviation Takes Delivery of First Airbus EC145e Helicopter Made in U.S.

Airbus Helicopters Inc. has delivered to Metro Aviation Inc. the first EC145e produced at its U.S. assembly plant in Columbus, Miss. This latest aircraft delivery is part of an order for 25 that Metro placed in 2018, and the remaining aircraft will all be delivered out of Columbus.

Metro is a Shreveport, La.-based company that operates air medical helicopter services for hospitals and customizes new helicopters for a variety of missions. Metro was the first customer in the world for the EC145e when Airbus Helicopters launched the model in 2015. The twinengine EC145e was initially introduced for use with Visual Flight Rules (VFR).

“Airbus Helicopters is pleased to deliver this EC145e, now the third Airbus model to be produced in the U.S. by workers in our Columbus plant,” said Romain Trapp, President of Airbus Helicopters Inc. and head of the North America region. “For more than a decade, our workforce has been producing high-quality aircraft for both the U.S. Army and more recently our commercial operators in North America.”

Metro developed its own Federal Aviation Administration approved avionics package in partnership with Genesys Aerosystems, as well as air medical and utility configurations. The Metro/Genesys upgrades include Supplemental Type Certificates for a Single Pilot/Dual Pilot Instrument Flight Rules (IFR) system; a VFR electronic flight instrument system (EFIS); and autopilot and stability augmentation system upgrades.

“Metro is pleased to continue a long-term relationship with Airbus, providing aircraft that meet a wide range of customer needs, and we are especially happy with the EC145e,” said Metro President and CEO Mike Stanberry. “The IFR package we received earlier this year provides an upgrade to an extremely dependable and reliable global airframe, making it more costeffective with a higher payload.”

Airbus Helicopters is the leading provider of civil and commercial helicopters in North America. The company opened its Columbus plant in 2004, where it began production of UH-72A Lakota helicopters for the U.S. Army in 2007. More than 440 Lakotas, also a derivative of the EC145, have been delivered to date. Airbus also performs final assembly of its top-selling commercial helicopter in Columbus, as well as the bulk of its helicopter completions for the region.

Louisiana DOTD Aviation Director Awarded Dunbar Award and NASAO Chairman’s Award

Brad Brandt’s career is flying high in the government aviation career field. He was recently announced as a State’s Civil Service League Charles Dunbar Award winner. As the director of the Louisiana Department of Transportation and Development’s Aviation Section, he also recently received the Chairman’s Award from Ronnie Mitchell, Chairman of the National Association of State Aviation Officials (NASAO), during its Annual Convention and Tradeshow held in September.

Brandt, who himself served as Chairman of NASAO during the 2016/2017 fiscal year, has been instrumental in helping to secure the safety and proficiencies of our nation’s airways, airlines, and airports. In this rarefied air of responsibilities, Brandt has drawn high praise from not only the NASAO membership, but from airport managers across the country. He has represented Louisiana well through turbulent times and flown smoothly through difficult issues.

Brad is a life-long aviator, having graduated from the premiere Embry-Riddle Aeronautical University with a degree in Aviation Management. He is on final approach for achieving a Masters of Aeronautical Science and just completed an extensive course in Aviation Law.

His career took-off at the Denver International Airport working in airport operations. In 1998 he vectored his career to Louisiana, working at the Baton Rouge Airport on noise mitigation and the sound reduction program. From a positive working relationship, he taxied into the Department of Transportation and Development’s Aviation Section as an Aviation Safety and Compliance Officer in 2001. As if jet-propelled, his career accelerated due to superior performances as a Program Manager, Deputy Aviation Director, and now Aviation Director over the 70 publicly owned Louisiana airports and over 800 privately owned landing sites.

Brad’s Classified Service has spanned a lifetime of service, not only to the State and the Nation, but to the aviation community as a whole.  The NASAO Chairman’s Award, DOTD Secretary’s Award of Excellence, the LA Airport Managers and Associates Presidents Award, and DOTD Team of the Quarter Awards speak to his professional and volunteer service.

He is active in church fund raisers and teaching programs; restoring a community park and playground; and coaching numerous kids’ teams.  Having built two houses with his own hands, he and his wife took a weekend to remodel the office conference room and common areas. The Dunbar Award recognizes the dedication and enthusiasm Brad Brandt has for his professional career, the artful science of aviation and public service.  A lifetime of lofty achievements in church and civic activities also lifts Brad to a cruising altitude for life with his wife Julie of 17 years and twin boys Riley and Taylor.
