Noel, (pictured at right) who has held several positions within the Bureau, has worked for the State for twenty-three years. "There is no greater honor than to be recognized by peers in your field and this is certainly well deserved." <\/span><\/span><\/p>\n Noel, a graduate of Michigan Technological University, with a Bachelor of Science Degree in Civil Engineering, is a registered Professional Engineer and a licensed private pilot.
