Historically the program has focused on\nsurface transportation. As a part of the Bipartisan Infrastructure Law signed\ninto law by President Biden in 2021, TIFIA eligibility was expanded to include\nairport-related projects.<\/p>\n\n\n\n<div class=\"wp-block-image\"><figure class=\"alignright is-resized\"><img loading=\"lazy\" decoding=\"async\" src=\"\/wp-content\/uploads\/Ped-Walkway-edit.png\" alt=\"\" class=\"wp-image-27676\" width=\"342\" height=\"171\" srcset=\"https:\/\/stateaviationjournal.com\/wp-content\/uploads\/Ped-Walkway-edit.png 700w, https:\/\/stateaviationjournal.com\/wp-content\/uploads\/Ped-Walkway-edit-300x150.png 300w\" sizes=\"auto, (max-width: 342px) 100vw, 342px\" \/><\/figure><\/div>\n\n\n\n<p>As a result of this decision, the Sacramento County\nDepartment of Airports (SCDA), which includes SMF, has become one of the first\nairports in the nation to advance to this critical phase of the TIFIA process.<\/p>\n\n\n\n<p>The Department intends to use more than $32 million in TIFIA\nproceeds to finance a portion of a new Pedestrian Walkway connecting Terminal B\nto Concourse B. The total budget for the Walkway is $140 million.<\/p>\n\n\n\n<p>\u201cTIFIA is an attractive financing option for our Pedestrian\nWalkway project,\u201d said Chris Wimsatt, Deputy Director of Airport Finance and\nAdministration for the Sacramento County Department of Airports. \u201cThese low\ninterest loans will save the airport nearly $900,000 per year in debt payments\non the walkway versus traditional financing methods, or nearly $27 million over\n30 years.\u201d<\/p>\n\n\n\n<div class=\"wp-block-image\"><figure class=\"alignleft is-resized\"><img loading=\"lazy\" decoding=\"async\" src=\"\/wp-content\/uploads\/Ped-Walkway-3-edit-1.jpg\" alt=\"\" class=\"wp-image-27680\" width=\"342\" height=\"224\" srcset=\"https:\/\/stateaviationjournal.com\/wp-content\/uploads\/Ped-Walkway-3-edit-1.jpg 456w, https:\/\/stateaviationjournal.com\/wp-content\/uploads\/Ped-Walkway-3-edit-1-300x197.jpg 300w\" sizes=\"auto, (max-width: 342px) 100vw, 342px\" \/><\/figure><\/div>\n\n\n\n<p>The Pedestrian Walkway is a key component of the\nDepartment\u2019s $1.3 billion SMForward Capital Program.&nbsp; \u201cIf we succeed in closing this first TIFIA\nloan, we hope to work with the Build America Bureau on additional loans for\nfuture SMForward projects,\u201d Wimsatt said. \u201cThe total anticipated savings made\npossible through TIFIA financing for the entire SMForward program could be more\nthan $80 million.\u201d<\/p>\n\n\n\n<p>In addition to TIFIA financing, SMForward is being funded by\na combination of federal grants, user fees and airport revenue bonds.
