His primary focus was airport\nplanning, design, construction, and project management with a mission to\nprovide continued development and improvement of the Oklahoma Airport System\nwhile working closely with the Federal Aviation Administration, airports,\nconsultants, and construction contractors.<\/p>\n\n\n\n<p>\u201cWhen Kelly came to ODAA, his experience and knowledge were\ntimely, as we were experiencing a significant increase in construction projects\nacross Oklahoma airports. As he closes his professional career, we thank him\nfor his dedication to ensure the safety of the flying public through meticulous\nand responsible airport engineering,\u201d said Grayson Ardies, Executive Director\nfor ODAA.<\/p>\n\n\n\n<p>Fincannon is a fourth-generation Oklahoman, born in\nBartlesville, and attended Grove High School. He earned a Bachelor of Science\nand a Master of Science degree in Civil Engineering at Oklahoma State\nUniversity. After college, working as a Civil Engineer, he obtained his\nOklahoma Professional Engineer License where his professional career led him to\ninfrastructure projects from coast to coast. Fincannon also worked\ninternationally.<\/p>\n\n\n\n<p>Kelly boasts four decades of work experience including\noffice and staff management, regional financial oversight, business\ndevelopment, client negotiation, project management, engineering design,\nbidding services, construction administration, and observation, grant\nadministration, master planning, and capital improvement plans.<\/p>\n\n\n\n<p>His airport experience spans civil, military, commercial,\nand general aviation airports as well as other civil infrastructure projects\nincluding highways, streets, drainage, water lines, sewer lines, and water\nresources projects. The airport projects he has been a part of have ranged in\nsize from a $60,000 concrete apron hardstand in Oklahoma to the $5.8 Billion\nPeace Sun IX Program in Saudi Arabia to the $12 Billion Chicago O\u2019Hare\nModernization Program.<\/p>\n\n\n\n<p>He holds professional engineer registrations in Oklahoma,\nKansas, Texas, Arkansas, and Missouri.<\/p>\n\n\n\n<p>\u201cWhen looking back on my 40-year professional career, I can\ntell stories about amazing projects that I am proud to have had a hand in\ncompleting.
