{"id":26462,"date":"2023-08-19T17:37:16","date_gmt":"2023-08-19T17:37:16","guid":{"rendered":"https:\/\/saj.pachecostudios.com?p=26462"},"modified":"2023-08-21T17:40:07","modified_gmt":"2023-08-21T17:40:07","slug":"nbaa-weighs-in-on-milestone-efforts-for-advanced-air-mobility-integration","status":"publish","type":"post","link":"https:\/\/stateaviationjournal.com\/index.php\/national-news\/nbaa-weighs-in-on-milestone-efforts-for-advanced-air-mobility-integration\/%20","title":{"rendered":"NBAA Weighs in on Milestone Efforts for Advanced Air Mobility Integration"},"content":{"rendered":"\n<p>The National Business Aviation Association (NBAA) recently weighed\nin on two initiatives critical to the safe, timely and successful integration\nof advanced air mobility (AAM) into the U.S. National Airspace System (NAS). <\/p>\n\n\n\n<p>The association\u2019s comments \u2013 informed by NBAA\u2019s AAM\nRoundtable and Emerging Technology Committee \u2013 provide direction to government\nagencies on proposals with potential impact for pilots, manufacturers,\ninfrastructure developers and other stakeholders.<\/p>\n\n\n\n<p>First, NBAA provided feedback to the Federal Aviation\nAdministration (FAA) on its Integration of Powered-Lift: Pilot Certification\nand Operations; Miscellaneous Amendments Related to Rotorcraft and Airplanes\nNotice of Proposed Rulemaking (NPRM). This effort aims to provide transition\nregulations, or Special Federal Aviation Regulations (SFAR), for pilot\ncertification and operating rules, allowing entry into service.&nbsp; <\/p>\n\n\n\n<p>The association, along with the Aircraft Owners and Pilots\nAssociation, the General Aviation Manufacturers Association, the Helicopter\nAssociation International, the National Air Transportation Association and the\nVertical Flight Society, described several concerns regarding the proposal, and\noutlined practical recommendations to ensure safe pilot qualification and\noperations. <\/p>\n\n\n\n<p>The stakeholders explained the proposal is not aligned with\nInternational Civil Aviation Organization (ICAO) standards for airman\ncertification, creating an unnecessary burden for many powered-lift\nmanufacturers and operators, and establishing impossible mandates for\npowered-lift with a single set of controls. The proposed rule also does not\nalign with ICAO guidance regarding operational rules, inhibiting operators from\nutilizing the full capabilities of these new aircraft.<\/p>\n\n\n\n<p>\u201cUnfortunately, this NPRM does not empower the development\nof powered-lift aircraft with the potential described by the Government\nAccountability Office (GAO),\u201d the associations stated in their comments. \u201cThe\nproposal for airman qualification creates a barrier for most AAM aircraft\nmanufacturers to enter the U.S. market and the proposed operations rules create\nan uneven playing field for powered-lift aircraft, failing to take advantage of\nthe many benefits provided by vertical takeoff and landing capabilities. <\/p>\n\n\n\n<p>\u201cClose alignment with ICAO standards and guidance will allow\nU.S.-based manufacturers and operators to achieve anticipated operations launch\ndates in 2025 and ensure a lively AAM industry in the U.S. far into the\nfuture,\u201d they concluded.<\/p>\n\n\n\n<p><a href=\"https:\/\/nbaa.org\/wp-content\/uploads\/aircraft-operations\/emerging-technologies\/advanced-air-mobility-aam\/20230814-Industry-Comments-FAA%E2%80%932023-1275-Powered-Lift-SFAR.pdf\">View NBAA\u2019s full comments on the NPRM<\/a>.<\/p>\n\n\n\n<p>Second, NBAA provided both short- and long-term\nrecommendations on future AAM operations to the Department of Transportation\u2019s\nAAM Interagency Working Group (IWG), which was created as a result of the\nAdvanced Air Mobility Coordination and Leadership Act, signed into law by\nPresident Biden in October 2022.<\/p>\n\n\n\n<p>\u201cAs the IWG knows, the U.S. has been at the forefront of\naviation leadership and innovation for decades,\u201d the RFI states. \u201cWe have the\npotential to continue to lead the next phase in the evolution of aviation with\nAAM, but competition with other nations is fierce and rapidly advancing. Among\nother considerations, this means the FAA will need to keep pace with its\npromised regulatory schedule, so that the first AAM commercial operations can\noccur as soon as 2025.\u201d<\/p>\n\n\n\n<p>NBAA emphasized the importance of safety, while also\nencouraging entry into service in a timely and thoughtful manner. Looking to\nthe long term, NBAA urged the agency to work closely with stakeholders to\nfacilitate scaled operations. The association also highlighted the need to\nnurture community acceptance and address apprehensions that may arise from the\nnew, on-demand air mobility entrants into the aviation system.<\/p>\n\n\n\n<p>\u201cThe path to realizing the goals of advanced air mobility is\na complex and multifaceted endeavor,\u201d the RFI states. \u201cHowever, by upholding a\nsteadfast commitment to security, adhering to regulatory timelines, harnessing\nexisting infrastructure and fostering community acceptance, we can pave the way\nfor a future where the skies are not just a symbol of boundless potential but a\ntangible and integrated component of our modern transportation landscape.\u201d<\/p>\n\n\n\n<p><a href=\"https:\/\/nbaa.org\/wp-content\/uploads\/aircraft-operations\/emerging-technologies\/advanced-air-mobility-aam\/20230814-NBAA-RFI-Response-Advanced-Air-Mobility.pdf\">Review the full RFI<\/a>.<\/p>\n\n\n\n<p>NBAA Chief Operating Officer Chris Rocheleau summed up the\nsignificance of the unified industry direction for federal AAM planning, noting\nthat, \u201cTaken together, the industry\u2019s input on these two key initiatives will\ninform the work needed to ensure that the U.S. remains the world\u2019s leader in\nfostering the development, integration and utilization of promising advanced\nair mobility technologies.\u201d<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The National Business Aviation Association (NBAA) recently weighed in on two initiatives critical to the safe, timely and successful integration of advanced air mobility (AAM) into the U.S. National Airspace System (NAS).
