{"id":26138,"date":"2023-07-17T15:07:23","date_gmt":"2023-07-17T15:07:23","guid":{"rendered":"https:\/\/saj.pachecostudios.com?p=26138"},"modified":"2023-07-17T15:08:23","modified_gmt":"2023-07-17T15:08:23","slug":"nata-issues-call-to-action-opposing-obernolte-cartwright-amendment","status":"publish","type":"post","link":"https:\/\/stateaviationjournal.com\/index.php\/national-news\/nata-issues-call-to-action-opposing-obernolte-cartwright-amendment\/%20","title":{"rendered":"NATA Issues Call to Action Opposing Obernolte-Cartwright Amendment"},"content":{"rendered":"\n<p>NATA has issued a \u2018Call to Action\u2019 encouraging members and\nothers to oppose the Obernolte-Cartwright Amendment to the House of\nRepresentatives\u2019 FAA reauthorization bill. \u201cYour voice is crucial to protecting\naviation businesses and airports from the security risks and economic\nconsequences of a legislative proposal pending before Congress,\u201d the\nAssociation noted. <\/p>\n\n\n\n<p>The Obernolte-Cartwright Amendment favors one class of\naviation user at the expense of airports, aviation businesses, and 135 charter\noperators by requiring all public-use airports to provide transient aircraft\nparking for operators of private aircraft who don\u2019t want to utilize fixed-based\noperator services. It would also require airports and FBOs to allow free access\nand transit between such transient parking and a place outside the airport\u2019s\nsecure perimeter, even if it entails passage through privately owned buildings\nwhere escorts may be required.<\/p>\n\n\n\n<p>This proposal ignores the unique, local operating\nenvironments of individual airports, as well as the varied needs and concerns\nof all stakeholders\u2014airport users, airport businesses, and the airports\nthemselves. Airports already have the authority today to implement public ramps\nand may use AIP funds for this purpose. Many airports offer such facilities;\nthis, however, is and should remain a local decision without a Congressional\nmandate.<\/p>\n\n\n\n<p>NATA\u2019s other concerns with a transient ramp mandate include:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>The known economic burden to airports and FBOs\nof providing and maintaining public ramp parking, as well as unknown workforce\nand infrastructure costs.<\/li><li>The safety and security risks associated with\naircraft operators moving unaccompanied on different types of airports.<\/li><li>Implications for current TSA security protocols\nat commercial airports.<\/li><li>Potential for additional TSA regulations that\nhave unintended consequences for business and general aviation.<\/li><li>The expectation that FBOs police associated\nactivities, access, security, safety, and any revenue collection.<\/li><li>The competitive advantage it may give airports\nover their FBO tenants and creation of unfair private\/public competition.<\/li><\/ul>\n\n\n\n<p>An unfunded mandate for all 5,200 of our nation\u2019s public-use\nairports would be federal overreach on a purported issue that is far from\nuniversal. Instead, Congress should focus on proposals that improve the safety,\nefficiency, and effectiveness of the National Airspace System for all\nstakeholders.<\/p>\n\n\n\n<p>The House of Representatives will consider its FAA reauthorization bill, the Securing Growth and Robust Leadership in American Aviation Act (H.R. 3935), next Wednesday. NATA supports H.R. 3935 as written and opposes the addition of a transient ramp mandate.
