Former Texas Department of Transportation Aviation Division\nDirector David Fulton and Kari Campbell, TxDOT\u2019s Aviation Division director of\nGrants Administration and Management, have joined Jviation, a Woolpert Company.\nThese aviation leaders will help airports across Texas by providing the\nservices needed to enhance their operations.<\/p>\n\n\n\n

A nationally recognized aviator and leader in the aviation\nindustry, Fulton has devoted his life\u2019s work to improving general aviation\nairports in Texas and Tennessee. As the first director of the TxDOT Aviation\nDivision and in a similar position at the Tennessee Office of Aeronautics,\nFulton has served the aviation industry for over 40 years, helping ensure that\nthe general aviation airport system is safe, economically sound and in good\ncondition for the flying public.<\/p>\n\n\n\n

At TxDOT, Fulton led the rebuilding of airports across\nTexas, providing $1.45 billion in federal and state grants for more than 250\nlocally owned airports and transforming the Texas General Aviation Airport\nSystem from one of the worst in the nation into one of the best. As the new\nairport system took form, he launched innovative matching grant programs to\nbuild air traffic control towers and airport terminal buildings, and to\nincentivize communities to fund routine airport maintenance.<\/p>\n\n\n\n

Campbell\u2019s 20-plus years of executive level experience in\naviation at the local and state levels have positioned her well to help Texas\ncommunities maximize their airports\u2019 potential to meet air transportation and\neconomic opportunities. As a Moore County judge, Campbell utilized all airport\ngrant programs offered by the TxDOT Aviation Division to develop and maintain\nthe county-owned airport. Her subsequent role as executive director of the\nDumas Economic Development Corp. ensured that the Moore County Airport played a\nvital role in the economic growth of the area.<\/p>\n\n\n\n

At TxDOT, Campbell developed strong working relationships\nacross the state, working with local officials, airport managers and the FAA\u2019s\nTexas Airport Development Office staff to align needs with available funding.\nAs the Aviation Division\u2019s legislative representative, Campbell worked with the\nNational Association of State Aviation Officials and the U.S. Congress to enact\nnew federal laws ensuring that unused, non-primary entitlement funds were\nconverted to state apportionment funding for participants in the State Block\nGrant Program. This legislation is considered paramount to maintaining funding\nfor general aviation airports in the state.<\/p>\n\n\n\n

Campbell said she is looking forward to leveraging her\nexperience to advance the work of Jviation clients.<\/p>\n\n\n\n
