{"id":21817,"date":"2022-04-25T14:12:53","date_gmt":"2022-04-25T14:12:53","guid":{"rendered":"https:\/\/saj.pachecostudios.com?p=21817"},"modified":"2022-04-25T14:12:54","modified_gmt":"2022-04-25T14:12:54","slug":"msp-airport-approved-for-next-phase-of-noise-mitigation-program","status":"publish","type":"post","link":"https:\/\/stateaviationjournal.com\/index.php\/state-news\/minnesota\/msp-airport-approved-for-next-phase-of-noise-mitigation-program\/%20","title":{"rendered":"MSP Airport Approved for Next Phase of Noise Mitigation Program"},"content":{"rendered":"\n<p>Minneapolis-St. Paul International Airport (MSP) is\nextending the duration of its noise mitigation program, one of the most unique\nand comprehensive in the United States.<\/p>\n\n\n\n<p>The next phase of MSP\u2019s Noise Mitigation Program will extend\neight years, from 2025-2032, providing noise reducing modifications to\nprogram-eligible houses and apartments. Since the first phase of the program\nbegan in 1992, the Metropolitan Airports Commission (MAC), which operates MSP,\nhas invested more than $510 million mitigating noise in 15,000 single-family\nhomes and multi-family units in neighborhoods near the airport.<\/p>\n\n\n\n<p>\u201cThe MAC has long been an industry leader in working with\ncommunity stakeholders and homeowners to reduce interior aircraft noise in the\nmost impacted homes around Minneapolis-St. Paul International Airport,\u201d said\nBrian Ryks, CEO of the MAC. \u201cThis program extends authorization for the MAC to\nassist homeowners based on federal standards and other program criteria.\u201d<\/p>\n\n\n\n<p>The noise mitigation program extension follows a series of\napprovals by the MAC Board, as well as entities at the local and federal level,\nwith the final sign-off by the Hennepin County District Court as an amendment\nto an original agreement (2007 Consent Decree) between the MAC; the cities of\nRichfield, Minneapolis and Eagan; and the Minneapolis Public Housing Authority.\nThe MAC also has continued support from the Federal Aviation Administration\n(FAA) for the program and this latest extension.<\/p>\n\n\n\n<p>\u201cMinneapolis-St. Paul International Airport (MSP) has a long\nhistory of quantifying and mitigating noise impacts in a manner responsive to\nconcerns raised by communities around the airport,\u201d said Metropolitan Airports\nCommission Chair Rick King. \u201cI want to thank our commissioners for their\nproactive support to invest in the quality of life for our region by committing\nresources for another eight years to help residents and homeowners near the\nairport.\u201d<\/p>\n\n\n\n<p>The MAC also gained unanimous support for the noise\nmitigation program extension from the MSP Noise Oversight Committee (NOC),\nwhich is made up of community representatives and aviation industry\nrepresentatives that provide policy recommendations to the MAC.<\/p>\n\n\n\n<p>\u201cThe mitigation program around MSP has features that make it\nunique from programs across the nation and which reflect local values and\nexpectations,\u201d said former NOC member and Minneapolis City Council\nVice-President Linea Palmisano. \u201cThere is value in preserving these features,\nand we were happy to work with MAC and neighboring cities to continue this\nprogram.\u201d<\/p>\n\n\n\n<p>The current phase of the MSP Noise Mitigation Program\n(2017-2024) established mitigation eligibility based on annual noise contour\nassessments of actual MSP aircraft activity \u2013 a formula that will continue\nthrough 2032. To be eligible for noise mitigation, a home would need to be\nlocated for three consecutive years in a higher aircraft noise (60-64 DNL\nContour) area than previous programs. <\/p>\n\n\n\n<p>The geographic area that marks mitigation eligibility around\nMSP (60 dB DNL contour) has been shrinking for four years and is considerably\nsmaller than in 2007, in part because airlines have invested in newer aircraft\nthat utilize noise reduction technology.
