O’Toole had earlier complained that countries like Ireland,\nCanada, Uganda, Rwanda are ahead of the U.S. in this niche market.<\/p>\n\n\n\n
The committee report notes that the use of UAS continues to\ngrow and evolve globally: “The technology has proven to provide many\nsocietal and economic benefits and can be used as a critical tool to support\nnumerous use cases and public safety efforts.”<\/p>\n\n\n\n
Benefits include inspections of critical infrastructure, and\ndelivery of medical supplies and packages to consumers, as well as public\nsafety efforts including aiding with disaster recovery, wildfire response, and\nsearch and rescue missions. The new recommendations call on the Federal\nAviation Administration (FAA) to:<\/p>\n\n\n\n
Set an acceptable level of risk for UAS consistent across\nall types of operations being performed that will enable the FAA to adopt a\ncommon and consistent set of regulations and guidance to operators.<\/p>\n\n\n\n
Modify right of way rules to accommodate UA operations.<\/p>\n\n\n\n
Create an operator qualification to cover topics associated\nwith Extended Visual Line of Sight (EVLOS) and shielded UAS operations and create\na new Remote Pilot certificate rating to cover BVLOS operations beyond the\nscope of the extended Part 107 rating.<\/p>\n\n\n\n
Establish a new BVLOS Rule which includes a process for\nqualification of UA and UAS, applicable to aircraft up to 800K ft-lb of kinetic\nenergy.<\/p>\n\n\n\n
Adopt a non-mandatory regulatory scheme for third party\nservices to support UAS BVLOS operations.<\/p>\n\n\n\n
Industry experts project double digit growth in the drone\ndelivery sector in the next few years, if regulations ease and guidelines are\nestablished. The FAA rules include “line-of-sight” requirements for\nthe drones, as well as privacy and safety concerns for flights.<\/p>\n\n\n\n
