The\nlegislation is expected to be signed into law by President Biden.<\/p>\n\n\n\n<p>\u201cWe thank the leadership and members of the House and Senate\nAppropriations Committees for their dedicated work on this bill which\nprioritizes the safety of our National Airspace System (NAS) and acknowledges\nbusiness aviation\u2019s critical role in nation\u2019s air transportation system,\u201d said\nNBAA President and CEO Ed Bolen. \u201cImportantly, the bill also recognizes the\ninfrastructure and technological advancements our community is creating, like\nadvanced air mobility (AAM), to secure our nation\u2019s leadership in global\naviation and transportation.\u201d<\/p>\n\n\n\n<p>View the fiscal <a href=\"https:\/\/nbaa.org\/wp-content\/uploads\/advocacy\/FY22-Consolidated-Appropriations-Act-2022-HR2471-SA-RCP-117-35.pdf?utm_source=&amp;utm_medium=Email&amp;utm_campaign=\">2022 Omnibus Appropriations Bill<\/a><\/p>\n\n\n\n<p><a href=\"https:\/\/nbaa.org\/wp-content\/uploads\/advocacy\/FY22-Summaries-FY2022-Transportation-and-Housing-and-Urban-Development-Funding-Bill.pdf?utm_source=&amp;utm_medium=Email&amp;utm_campaign=\">Review summaries<\/a> of the Transportation, Housing, Urban Development and Related Agencies Section<\/p>\n\n\n\n<p>The spending bill provides $11.4 billion in funding for the\nFederal Aviation Administration (FAA), including almost $8.5 billion for the\nair traffic organization and $1.5 billion for aviation safety. The Airport\nImprovement Program receives more than $3.3 billion, and $178 million is being\nappropriated for the contract tower program.<\/p>\n\n\n\n<p>Importantly for the general aviation community, the\nappropriations bill continues a key provision advocated by NBAA that codifies\nthe Limiting Aircraft Data Displayed, or LADD, program by requiring the FAA to\nmaintain enhanced privacy and security protections for business aircraft owners\nand operators.<\/p>\n\n\n\n<p>This provision mandates that the FAA provide a program that\nallows private aircraft operators to block their Mode S transponder code,\nflight identification, call sign or similar identifying information from\nreal-time or near real-time public tracking.<\/p>\n\n\n\n<p>Through this legislation, Congress also clearly states it\ndoes not support any efforts to transfer the FAA\u2019s air traffic functions to a\nnot-for-profit, independent, private corporation. This position, strongly\nendorsed by NBAA, ensures fair and equal access to the NAS for all operators.<\/p>\n\n\n\n<p>The spending package also recognizes NBAA advocacy for AAM\nby directing the Department of Transportation to refocus the national\ninfrastructure investment program known as RAISE on multi-modal, transformative\nprojects, which can include critical infrastructure to support AAM operations.\nIn further support for AAM, the bill acknowledges the FAA\u2019s ongoing work in\nthis sector, including the agency\u2019s work on aircraft certification, air traffic\noperations, landing site approval, infrastructure and flight standards\nrequirements.<\/p>\n\n\n\n<p>The vital contribution of the NextGen Advisory Committee\n(NAC) to air traffic control modernization, and the diversity of the NAC\nmembership, is acknowledged by Congress, which also encourages the FAA to\nimplement NAC recommendations and directs the agency to deliver an annual\nupdate on the status of NAC recommendations.<\/p>\n\n\n\n<p>\u201cI applaud Congress for passing a forward-looking\nappropriations package that will support the growth and modernization of the\ngeneral aviation sector and provide us the tools to become a more sustainable,\ndiverse and inclusive industry,\u201d said Bolen. \u201cI also want to acknowledge the\ncrucial role of our members, who utilized NBAA\u2019s grassroots advocacy tools to\nmake their voices heard.\u201d<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The National Business Aviation Association (NBAA) welcomed congressional passage of the fiscal year 2022 omnibus appropriations bill, which supports programs critical to aviation safety and advances the industry\u2019s commitment to growth and sustainability.
