Bowen and\nPerry J. Miller. DOAV Director Mark Flynn presented the plaques to both\nrecipients.<\/p>\n\n\n\n<p>President and CEO of Richmond International Airport Perry J.\nMiller was awarded the Airport Manager of the Year. Miller joined the Capital\nRegion Airport Commission in 2019, and in those two years, he has overseen the\ncompletion of nearly $56 million in capital construction projects; added eight\nnew air service routes; created a Human Capital Management department; earned\nthe Global Biorisk Advisory Council\u2019s STAR Facility Accreditation in the battle\nto prevent infectious diseases; and set a record for cargo handled (more than\n180 million pounds). <\/p>\n\n\n\n<div class=\"wp-block-image\"><figure class=\"alignright is-resized\"><img loading=\"lazy\" decoding=\"async\" src=\"\/wp-content\/uploads\/2021-Awads-Bowen-and-Flynn.jpg\" alt=\"\" class=\"wp-image-19291\" width=\"259\" height=\"237\" srcset=\"https:\/\/stateaviationjournal.com\/wp-content\/uploads\/2021-Awads-Bowen-and-Flynn.jpg 354w, https:\/\/stateaviationjournal.com\/wp-content\/uploads\/2021-Awads-Bowen-and-Flynn-300x275.jpg 300w\" sizes=\"auto, (max-width: 259px) 100vw, 259px\" \/><figcaption><em>Robert Bowen, left and Mark Flynn.<\/em><\/figcaption><\/figure><\/div>\n\n\n\n<p>Executive Director of the Norfolk Airport Authority Robert\nBowen was presented the Lifetime Achievement award. Bowen\u2019s 45-year aviation\ncareer began in 1977 with Piedmont Aviation. Ten years later, he left Piedmont\nto become director of operations at Norfolk Airport, and a series of promotions\nled him to his current role in 2016. Since then, the Airport Authority has\ninitiated 120 capital improvement projects valued at $170 million. He partnered\nwith the Chrysler Museum to bring art into the airport. His efforts in air\nservice development attracted Allegiant, Frontier and Breeze to the Norfolk\nAirport.
