The <a href=\"https:\/\/www.faa.gov\/news\/media\/attachments\/Pilot_Records_Database_Final_Rule.pdf\">final rule<\/a> (PDF) for the Pilot Records Database requires air carriers and certain other operators to report pilots\u2019 employment history, training, and qualifications to the database. The rule also requires air carriers and certain operators to review records contained in the database when considering pilots for employment.<\/p>\n\n\n\n<p>\u201cIt has been a long journey for the families of Colgan\nFlight 3407, but their tireless advocacy and continued engagement with the FAA\nhas made this database a reality. With it, employers will be able to quickly\nand thoroughly make informed hiring decisions to keep our skies safe,\u201d said FAA\nAdministrator Steve Dickson.<\/p>\n\n\n\n<p>The rule will update the current records reporting process\nto meet information-sharing requirements in the Airline Safety and Federal\nAviation Administration Extension Act passed by Congress in 2010. Once the\ntransition period is complete, the database will serve as the repository for\npilot records from the FAA and records reported by current and previous\nemployers.<\/p>\n\n\n\n<p>The database will include the following information:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>FAA pilot certificate information, such as\ncertificates and ratings;<\/li><li>FAA summaries of unsatisfactory pilot\napplications for new certificates or ratings;<\/li><li>FAA records of accidents, incidents, and\nenforcement actions;<\/li><li>Records from employers on pilot training,\nqualification, and proficiency;<\/li><li>Pilot drug and alcohol records;<\/li><li>Employers\u2019 final disciplinary action records;<\/li><li>Pilot records concerning separation of\nemployment; and<\/li><li>Verification of pilot motor vehicle driving\nrecord.<\/li><\/ul>\n\n\n\n<p>NBAA President and CEO Ed Bolen noted that the final rule reflects a more risk-based approach to safety and demonstrates that the business aviation community effectively made its voice heard during the rulemaking process. &#8220;We appreciate the FAA\u2019s careful review of the hundreds of comments submitted by NBAA members,&#8221; said Bolen. &#8220;The business aviation community stands for safety, and working together, we have determined the best way to address the agency\u2019s aims, without introducing needless reporting requirements that do not have a clear safety benefit.\u201d<\/p>\n\n\n\n<p>The final rule (PDF) takes effect 60 days after it is\npublished in the Federal Register. Additional actions and timelines to support\nimplementation of the rule include:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Six months after the rule is published,\noperators must begin reviewing FAA records electronically in the database\ninstead of submitting a form requesting records;<\/li><li>One year after the rule is published, operators\nwill begin to report and review records to the database; and<\/li><li>Operators will have three years and 90 days to\ntransition and fully comply with the rule.<\/li><\/ul>\n\n\n\n<p>The FAA will publish an advisory circular to accompany the\nfinal rule and will offer additional resources to support industry adoption and\nuse of the database.
