Stitt.\n&#8220;I look forward to seeing him continue to serve our state as the newest\nmember of the Aeronautics Commission and help ensure Oklahoma remains a leader-\nboth nationally and globally- in the aviation and aerospace industry.&#8221; <\/p>\n\n\n\n<p>\u201cI worked with Grayson and the Aeronautics Commission during\nmy last few years in the House of Representatives as the author of several\nbills to protect military training airspace and the construction of tall\nstructures near military installments across Oklahoma. I am so proud to be\nappointed to the Commission for an agency that holds a pivotal role in in the\nstate\u2019s aviation and aerospace industry,\u201d said Ortega.<\/p>\n\n\n\n<p>Commissioners serve as a voting body representing their\nrespective districts, airports, and users of the Oklahoma Airport System, and\nthe Commission plays an integral role in the accountability of the agency. The\nCommission is responsible for approving the Airport Construction Program at the\nagency\u2019s bi-monthly meetings and reviewing airport projects within the 108\nairports that comprise the Oklahoma Airport System.<\/p>\n\n\n\n<p>Ortega, a private pilot, served as an Oklahoma State\nRepresentative for District 52 the past 12 years. For six years he served as\nchairman of the Appropriations and Budget Subcommittee on General Government\nand was responsible for reviewing budgets for several Executive and Legislative\nbranch agencies including the Governor\u2019s Office, Lt. Governor\u2019s Office, House\nof Representatives, and Senate.<\/p>\n\n\n\n<p>He was appointed to serve as Majority Floor Leader from 2014\nto 2016. As Majority Floor Leader, he was responsible for coordinating and\nconducting the flow of every piece of legislation filed and for navigating all\nfloor activity, while applying rules of decorum and procedure. In this position\nhe worked with all members, sharing his knowledge of procedures to assist in shepherding\ntheir legislation through the bill filing process.<\/p>\n\n\n\n<p>Ortega has a passion for Oklahoma military aviation due to\nhis close relationship with Altus Air Force Base. He\u2019s worked with the\nAeronautics Commission as the author of several bills to protect military\ntraining airspace and ensure civilian aviation safety.<\/p>\n\n\n\n<p>With the culmination of a 3-year effort, HB 2118, passed by\nOrtega in 2019, created regulatory requirements for wind turbine construction\nto ensure that military training routes, approaches, drop zones, bombing\nranges, and other sensitive military airspace were protected. The measure\nrequired wind turbine developers to have approval from both the Federal\nAviation Administration and Department of Defense prior to starting\nconstruction and ensured that there would be early communication opportunities\nbetween developers, military installations, and state and local officials.&nbsp; This process would provide for a harmonious\nbalance between the interests of having a vibrant wind energy industry and sustaining\nour country\u2019s important military missions.&nbsp;\nHB 2118 has been heralded around the Country as model legislation for\nstates to pass to ensure they can protect their military training airspace.<\/p>\n\n\n\n<p>\u201cWe are extremely pleased to see the appointment of Commissioner\nOrtega,\u201d State Director of Aeronautics Grayson Ardies said. \u201cCharles has a\npassion for our military installations due to his close relationship with Altus\nAir Force Base.
