We offer a complete range of technical staffing services from contract staff positions to recruitment of full time employees.  <\/p>\n<p>Our website is www.resource-tek.com.<\/p>\n<p>One of ResourceTek\u2019s government agency clients has requested us to locate an Assistant Aviation Program Manager for a long-term contract assignment, working at their offices in Atlanta, GA.<\/p>\n<p>The primary duties of the Assistant Aviation Program Manager are to manage the State Airport Aid Program and the Federal State Block Grant Program which provides financial assistance to local governments that own and operate public use airports. The position guides the State\u2019s responsibilities under these programs to include contracting with local<br \/>\n<!--break--><br \/>\ngovernments, developing policy for program implementation, tracking progress on measurable goals and developing a staff of project managers to fulfill the obligations of the State under these programs.  A qualified candidate should be familiar with airport planning, design, construction and the safety aspects of aviation project development.  <\/p>\n<p>Additionally, the position conducts site inspections with department personnel and local officials when required.  Makes recommendations to local governments regarding state and federal airport aid programs, project cost estimates, safety standards, airspace and compliance issues.<\/p>\n<p>Further responsibilities include supervising a staff of Airport Project Managers who manage federal and state grant programs for a 103 public use airport systems. The position handles conflict resolution and problem solving encountered during complex project development. Familiarity with airport planning, designing and construction techniques is essential to success in the position, as is the ability to manage programs from a statewide perspective.  Performs liaison duties for the Aviation Program between state and local government officials, federal government agencies and other interdepartmental offices as a routine activity.  All Programs managed by this position have compliance requirements for accepting financial aid. This position is responsible for monitoring and resolving issues on non-compliance as a specific duty.<\/p>\n<p>The Assistant Aviation Program Manager represents the government agency in the absences of the Program Manager and acts on his behalf when called upon to perform duties as delegated.  <\/p>\n<p>Qualifications of the Assistant Aviation Program Manager position include&nbsp;:<\/p>\n<p>Bachelor&#8217;s degree in Aviation Management, Transportation Planning, or a related field and three years\u2019 experience managing airport projects and supervising staff or consultants in the administration of aviation projects and\/or programs<br \/>\nProgram management experience<br \/>\nExperience managing  statewide and\/or regional transportation projects<br \/>\nExperience managing capital improvement programs<br \/>\nExperience managing Federal and\/or State Grant programs<br \/>\nExcellent organizational skills with the ability to organize priorities and determine objectives\/strategies to achieve assigned goals<br \/>\nExperience writing technical documents and understanding\/interpreting federal\/state regulations, statutes, planning and design standards<br \/>\nExperience using computer applications including spreadsheets and databases<br \/>\nCommitted to providing quality customer service<br \/>\nMust have physical mobility necessary to maneuver over irregular terrain to conduct airport inspections<br \/>\nAbility to work flexible hours and travel with occasional overnight stays<\/p>\n<p>Additional Preferred Qualifications:<br \/>\nExperience as a FAA Licensed Pilot<br \/>\nExperience managing the FAA\u2019s State Block Program<br \/>\nExperience working with Federal\/State\/Local government agencies<br \/>\nExperience conducting FAR Part 13 informal compliance investigations<\/p>\n<div class=\"field_attachment\">\n<div><b>Attachment:<\/b><\/div>\n<p><a href=\"\/\"><\/a><\/div>\n","protected":false},"excerpt":{"rendered":"<p>Georgia is currently looking to fill the role of Assistant Aviation Program Manager.
