The Certificate of\nAchievement is the highest form of recognition in the area of governmental\naccounting and financial reporting, and its attainment represents a significant\naccomplishment by a government and its management.<\/p>\n\n\n\n<p>\u201cThe Springfield Airport Authority maintains its long-standing\ncore principles of being enterprising, creative and transparent. Our CAFR\nunderscores our continued commitment to have an entrepreneurial mindset that\nemphasizes innovation and financial efficiency, while providing a full public\ndisclosure of our financial position,\u201d said Frank J. Vala, Chair of the\nSpringfield Airport Authority. Mike Houston, the Authority\u2019s Budget and Finance\nCommittee Chair added, \u201cThis recognition is a direct reflection on the efforts\nof our staff and their attention to detail, in particular Ken Boyle, the\nAuthority\u2019s Director of Administration and Finance and his department; they are\nto be commended for this achievement\u201d.<\/p>\n\n\n\n<p>The Springfield Airport Authority is a multi-year winner of\nthis award having received it the past seventeen (17) consecutive years.&nbsp; In order to be awarded the Certificate of\nAchievement, a government entity must publish an easily readable and\nefficiently organized comprehensive annual financial report whose contents\nconform to program standards. Such reports must satisfy both Generally\nAcceptable Accounting Principles (GAAP) and applicable legal requirements. <\/p>\n\n\n\n<p>The CAFR has been judged by an impartial panel to meet the\nhigh standards of the program, which includes demonstrating a constructive\n\u201cspirit of full disclosure\u201d to clearly communicate its financial story and\nmotivate potential users and user groups to read the CAFR. The GFOA is a\nnon-profit professional association serving approximately 21,000 government\nfinance professionals.
