{"id":16555,"date":"2020-10-04T16:31:16","date_gmt":"2020-10-04T16:31:16","guid":{"rendered":"https:\/\/saj.pachecostudios.com?p=16555"},"modified":"2020-10-04T16:31:17","modified_gmt":"2020-10-04T16:31:17","slug":"natca-strongly-supports-bipartisan-aircraft-certification-reform-and-accountability-act","status":"publish","type":"post","link":"https:\/\/stateaviationjournal.com\/index.php\/national-news\/natca-strongly-supports-bipartisan-aircraft-certification-reform-and-accountability-act\/%20","title":{"rendered":"NATCA Strongly Supports Bipartisan \u201cAircraft Certification Reform and Accountability Act\u201d"},"content":{"rendered":"\n<p>The National Air Traffic Controllers Association (NATCA) announced\nits support for the bipartisan Aircraft Certification Reform and Accountability\nAct, introduced by U.S. House of Representatives Transportation &amp;\nInfrastructure Committee Chairman Peter DeFazio, D-Ore., Ranking Member Sam\nGraves, R-Mo., Aviation Subcommittee Chairman Rick Larsen, D-Wash., and Ranking\nMember Garret Graves, R-La., which would make several critical improvements to\nthe Federal Aviation Administration\u2019s (FAA) Organization Designation\nAuthorization (ODA) program. This bill would strengthen the aviation safety\nculture within the FAA and the aircraft manufacturing industry particularly in\nthe area of aircraft certification and safety oversight.<\/p>\n\n\n\n<p>NATCA President Paul Rinaldi said, after careful review of\nthe details and implications of the proposed legislation, the Union strongly\nsupports the bill because it fully aligns with NATCA\u2019s practices and core\nprinciples.<\/p>\n\n\n\n<p>\u201cThis bipartisan bill takes several important steps toward\nenhancing the safety culture within the FAA, while improving the Agency\u2019s\noversight and certification process,\u201d Rinaldi said. \u201cThe bill would initiate a\ncomprehensive review of all ODA participants and would empower the\nAdministrator with authority to implement corrective actions that are necessary\nto improve the ODA program.\u201d<\/p>\n\n\n\n<p>NATCA Executive Vice President Trish Gilbert said, \u201cThe bill\nis a critical leap forward for the nearly 700 aviation safety professionals\nthat NATCA represents within the FAA\u2019s Aircraft Certification Service. The bill\nwould authorize funds to improve recruitment and retention incentives for\nengineers and other aviation safety specialists who oversee and certify\ntransport aircraft and engines. The bill also prioritizes professional\ndevelopment and skills enhancement for these employees by establishing a\nregular, recurrent training program.\u201d<\/p>\n\n\n\n<p>NATCA National Safety Committee Chairman Steve Hansen also\nadded, \u201cThis bill further prioritizes aviation safety by creating a new\nvoluntary safety reporting program that would cover employees in the FAA\u2019s\nAircraft Certification Service. This new program will enhance the current\nsafety reporting program so that it is as comprehensive as the program we\njointly administer with the FAA for air traffic controllers as well as the\nprograms jointly administered by pilot unions and each air carrier.\u201d<\/p>\n\n\n\n<p>Rinaldi concluded, \u201cWe thank Chairman DeFazio and Ranking\nMember Graves, as well as Chairman Larsen and Ranking Member Graves, and\napplaud them for their leadership in shepherding this important piece of\nbipartisan legislation.
