The Board held its\nquarterly meeting both in-person (inside the aircraft hangar building) and online\nfor those who chose to attend virtually.<\/p>\n\n\n\n<p>In addition to the funds that\nwere allocated, the Board also approved the Commercial Air Service Plan, which\ndetails the impact of the COVID-19 pandemic on the nine commercial passenger\nairports in Virginia and makes recommendations on ways the Commonwealth can\nhelp these vital economic and quality-of-life assets recover.<\/p>\n\n\n\n<p>VAB Chairman Rod Hall said,\n\u201cThe pandemic has dealt a significant blow to our entire aviation system here\nwithin the Commonwealth.&nbsp; Airlines,\nairports, concessionaires, suppliers, and the thousands of jobs supported by\naviation have all been adversely impacted.&nbsp;\nThe Commonwealth\u2019s airports play a vital role in state and regional\neconomies and all of them are experiencing unprecedented declines in traffic\nand revenue.&nbsp; Until we are able to get to\nthe other side of this public health crisis, the VAB is committed to doing all\nwe can to ensure our airports have the tools and flexibility to survive this\nchallenge.&nbsp; In response, the Board\nsupported four strategies that the members believe are crucial to the survival\nof the aviation industry in Virginia.\u201d<\/p>\n\n\n\n<p>One strategy is to allow the\nairports to use their annual \u201centitlement funds,\u201d which are to be used only on\ncapital projects, for operating expenses on a temporary basis.&nbsp; A second strategy is designed to reassure\npassengers that these airports are being cleaned and sanitized to strict\nstandards established by the Centers for Disease Control and Prevention (CDC)\nso that they know it is safe to fly again.&nbsp;\nStrategies three and four will be proposed by the VAB to the Governor as\nbudget amendments during the 2021 session of the General Assembly as they are\nbased on a need for additional funding to support operations at the airports,\nwhich do not receive General Fund tax dollars.<\/p>\n\n\n\n<p>The projects, listed by\nregion, that were funded by the VAB are:<\/p>\n\n\n\n<p><strong>Southwest\nVirginia ($855,309.04)<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Virginia Highlands Airport will receive $490,196 for taxilane\n     and roadway pavement rehabilitation and $342,831.04 for land acquisition\n     associated with a runway extension.<\/li><li>Tazewell County Airport will receive $16,000 for the\n     construction of a maintenance equipment building.<\/li><li>Mountain Empire Airport will receive $6,282 for security\n     camera replacement.<\/li><\/ul>\n\n\n\n<p><strong>Northern\nVirginia ($1,275,159)<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Winchester Regional Airport will receive $888,000 for\n     construction associated with terminal area site preparation.<\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li>Stafford Regional Airport will receive $261,000 to support\n     construction of a T-hangar and $10,880 to update its stormwater pollution\n     prevention plan.<\/li><li>Leesburg Executive Airport will receive $81,900 for\n     construction of a maintenance equipment building and $33,379 for\n     resurfacing the terminal entrance road.<\/li><\/ul>\n\n\n\n<p><strong>Central\nVirginia ($4,222,083)<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Hanover County Municipal Airport will receive $1,977,101 for\n     construction of a terminal building, $161,400 for terminal building site\n     preparations and $31,200 for land acquisition services.<\/li><li>Richmond International Airport will receive $1,565,519.20 to\n     widen service roads and $475,732.80 for obstruction removal.<\/li><li>New Kent County Airport will receive $11,390 to replace the\n     terminal fuel dispenser.<\/li><\/ul>\n\n\n\n<p><strong>Hampton\nRoads ($754,660)<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Chesapeake Regional Airport will receive $584,000 to\n     rehabilitate T-hangar taxilanes, $96,800 for phase 2 design work on\n     taxilanes and $46,680 for environmental work associated with a maintenance\n     equipment storage building.<\/li><li>Hampton Roads Executive Airport will receive $17,180 for work\n     associated with hangar site preparation and $10,000 for wetland mitigation\n     credits associated with its aircraft wash rack.<\/li><\/ul>\n","protected":false},"excerpt":{"rendered":"<p>The Virginia Aviation Board allocated more than $7.1 million to support 20 projects at 11 airports in the Commonwealth.&nbsp;
