{"id":16209,"date":"2020-08-10T20:09:41","date_gmt":"2020-08-10T20:09:41","guid":{"rendered":"https:\/\/saj.pachecostudios.com?p=16209"},"modified":"2020-08-10T20:09:43","modified_gmt":"2020-08-10T20:09:43","slug":"nbaa-aopa-express-concerns-over-faas-pilot-records-database-nprm","status":"publish","type":"post","link":"https:\/\/stateaviationjournal.com\/index.php\/national-news\/nbaa-aopa-express-concerns-over-faas-pilot-records-database-nprm\/%20","title":{"rendered":"NBAA, AOPA Express Concerns Over FAA\u2019s Pilot Records Database NPRM"},"content":{"rendered":"\n<p>The National Business Aviation Association (NBAA) and the\nAircraft Owners and Pilots Association (AOPA) today sent a letter to Federal\nAviation Administration (FAA) Administrator Steve Dickson expressing their\n\u201cserious concerns\u201d with the agency\u2019s proposed rulemaking regarding the Pilots\nRecords Database (PRD).<\/p>\n\n\n\n<p>NBAA President and CEO Ed Bolen and AOPA President Mark\nBaker emphasized their support for the PRD\u2019s high-level intent to improve\naviation safety by allowing commercial air carriers to access a pilot\u2019s records\nand other pertinent FAA information prior to making a hiring decision.<\/p>\n\n\n\n<p>However, the agency\u2019s notice of proposed rulemaking (NPRM)\nwould also place \u201cburdensome and costly requirements on general aviation, with\nlittle to no safety benefit,\u201d the leaders wrote. \u201cOur industry continuously\ndemonstrates its commitment to proactive and performance-based safety\ninnovations, but in our opinion, the proposed PRD requirements for general\naviation will not improve safety.\u201d<\/p>\n\n\n\n<p>Read the full <a href=\"https:\/\/nbaa.org\/wp-content\/uploads\/flight-department-administration\/personnel\/PRD\/20200806-AOPA-NBAA-Letter-FAA-PRD.pdf\">letter to the FAA<\/a>.<\/p>\n\n\n\n<p>A recent survey of NBAA members meeting the NPRM\u2019s\ndefinition of a \u201ccorporate flight department\u201d found those operators received\nless than one Pilot Record Improvement Act (PRIA) request every two and a half\nyears. However, to comply with the proposal\u2019s mandates would require many Part\n91 non-commercial operators to invest in new systems and hire more staff to\nrecord their pilots\u2019 flight information in the PRD after every flight.<\/p>\n\n\n\n<p>For example, NBAA calculated a small business aviation\nflight department would spend approximately $9,100 annually per aircraft in\nadministrative costs to populate the database under the current NPRM, when that\nmoney could be better invested in technologies like performance-based safety\ninnovations.<\/p>\n\n\n\n<p>\u201cAll of this would impose significant additional costs for\nmany small general aviation businesses without providing useful insights for\nair carrier hiring decisions, as carriers already review a pilot\u2019s logbook to\nverify currency prior to employment,\u201d the letter read. <\/p>\n\n\n\n<p>Bolen and Baker further noted the proposed rulemaking\nincorporates few of the many recommendations provided by GA stakeholders who\nparticipated in the PRD Aviation Rulemaking Committee to inform the agency\u2019s\nrulemaking process. Their letter also pointed to the hundreds of AOPA and NBAA\nmembers who have detailed their concerns about the NPRM.<\/p>\n\n\n\n<p>\u201cIn reviewing the legislative intent behind the PRD and the\nfeedback provided by the general aviation community, we believe our\nrecommendations can improve the NPRM without compromising safety,\u201d they wrote.\n\u201c[W]e look forward to staying in communication with you and your team as we\nreceive additional information on potential impacts to our members.\u201d<\/p>\n\n\n\n<p>During an Aug. 4 NBAA Virtual Business Aviation Town Hall\ndiscussion, Dickson expressed his willingness to work with industry\nstakeholders to address concerns about the NPRM and its seeming overreach.<\/p>\n\n\n\n<p>\u201cI certainly understand that it\u2019s not a one size fits all\nhere,\u201d he said. \u201cWe have to take a look at the burden on different operators \u201c\u2026\nI will certainly commit to you that we will take all [comments] into\nconsideration as we work toward having a final rule out there.\u201d<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The National Business Aviation Association (NBAA) and the Aircraft Owners and Pilots Association (AOPA) today sent a letter to Federal Aviation Administration (FAA) Administrator Steve Dickson expressing their \u201cserious concerns\u201d with the agency\u2019s proposed rulemaking regarding the Pilots Records Database (PRD).
