{"id":15570,"date":"2020-05-26T12:10:01","date_gmt":"2020-05-26T12:10:01","guid":{"rendered":"https:\/\/saj.pachecostudios.com?p=15570"},"modified":"2020-05-26T12:10:03","modified_gmt":"2020-05-26T12:10:03","slug":"nbaa-coalition-petition-fcc-to-reconsider-approval-of-ligado-5g-network","status":"publish","type":"post","link":"https:\/\/stateaviationjournal.com\/index.php\/national-news\/nbaa-coalition-petition-fcc-to-reconsider-approval-of-ligado-5g-network\/%20","title":{"rendered":"NBAA, Coalition Petition FCC to Reconsider Approval of Ligado 5G Network"},"content":{"rendered":"\n<p>The National Business Aviation Association (NBAA) joined\nwith industry stakeholders in a petition filed May 22 requesting the Federal\nCommunications Commission (FCC) reconsider its approval of Ligado Networks\u2019\nproposed high-speed broadband cellular network operating near frequency bands\ncurrently used by GPS and satellite communications (satcom) networks.<\/p>\n\n\n\n<p>The petition identifies several concerns with the FCC\u2019s\nApril 20, 2020, order of approval for the nationwide 5G cellular service,\nincluding Ligado\u2019s failure to sufficiently demonstrate its ability to act as a\n\u201cgood neighbor\u201d and not interfere with other frequencies. The petition also\nquestions the FCC\u2019s decision to move forward with its approval in light of the\nnationwide COVID-19 crisis with no public review of the draft order\nbeforehand.&nbsp; <\/p>\n\n\n\n<p>Petitioners further challenged the FCC\u2019s acceptance of FAA testing\nof the network\u2019s effects on GPS signals despite the latter agency\u2019s admission\nof flaws with its testing protocols. \u201cThe order relied on an FAA analysis that\nthe agency itself stated was limited and incomplete for common operational\nscenarios near the ground,\u201d the petition read, \u201cincluding over dense urban\nareas, where interference would jeopardize life and property both in the air\nand on the surface of the earth.\u201d<\/p>\n\n\n\n<p><a href=\"https:\/\/nbaa.org\/wp-content\/uploads\/aircraft-operations\/cns\/gps\/20200522-FCC-Filing-LightSquared.pdf\">Read the petition. (PDF)<\/a><\/p>\n\n\n\n<p>Formerly known as LightSquared, Ligado has twice failed\nsince 2012 to win approval for deployment of its low-power 5G network. The\ncompany claims it has since limited GPS signal disruptions to within close\nproximity to transmission towers, which Ligado maintains should mitigate\ninterference concerns. However, NBAA Chief Operating Officer Steve Brown\nreaffirmed that any impact to existing GPS and satcom signals carries\nsignificant safety implications.<\/p>\n\n\n\n<p>\u201cGiven our national airspace system\u2019s extensive use of GPS,\nincluding ADS-B-enabled air traffic control services and GPS-supported terrain\nwarning systems, any question of even the slightest risk of interference should\nhave been enough to pause this approval process,\u201d he said. \u201cWe believe the FCC\nshould promptly reconsider its order and the methods by which it was granted.\u201d<\/p>\n\n\n\n<p>Other signatories to the petition include the Aerospace\nIndustries Association (AIA); Aircraft Owners and Pilots Association (AOPA);\nAirlines 4 America (A4A); Aviation Spectrum Resources, Inc.
