Committee Chairman U.S. Sen. Roger Wicker (R-Miss.) convened a hearing today titled, \u201cThe State of the Aviation Industry: Examining the Impact of the COVID-19 Pandemic,\u201d to receive an update on the current status of the aviation industry, address challenges resulting from the COVID-19 pandemic, and examine the implementation of the Coronavirus Aid, Relief, and Economic Security Act (CARES Act).<\/p>\n\n\n\n<p>\u201cCommercial aviation in the U.S. can only function because\nit is a part of an interconnected industry that relies heavily on a general aviation\nworkforce for supply chain, service, support, and workforce development,\u201d NATA\nPresident and CEO Timothy Obitts noted in the statement.<\/p>\n\n\n\n<p>Obitts went on to highlight the unique services provided by\naviation businesses, \u201cAn essential lifeline to rural America, general aviation\ncompanies operate at nearly 4,500 airports and thousands of cities that are not\nserved at all by the airlines but are nonetheless impacted by major changes in\nindustry activity. The aviation activity in these cities and towns supports\ngood paying jobs, economic activity, and connectedness. General aviation\nairports and general aviation businesses support EMS, agriculture flights,\npolice work, Border Patrol, executive transport, cargo, flight schools,\nvocational schools, research, drones, powerline patrol, pipeline patrol,\nconservation efforts, fire control\/fighting, construction, seismic work,\nsightseeing, organ transport, non-emergency medical transport, charter, and\nproviding medical staff from major cities to the community to provide routine\nmedical service.\u201d&nbsp;&nbsp; <\/p>\n\n\n\n<p>But, the statement observes, \u201cmany of the businesses that\nsupport the existence of the commercial airline industry that Congress\nprioritized in the CARES Act and support rural America did not receive\nassistance under Title IV.\u201d<\/p>\n\n\n\n<p>\u201cThe recommendations provided in the statement are based on\nindustry experience with the implementation of the CARES Act, and a potentially\nlengthy recovery period,\u201d stated Obitts. \u201cNATA thanks Chairman Wicker and the\nSenate Committee on Commerce, Science, and Transportation for their engagement\non this issue and for allowing us to highlight the status of aviation\nbusinesses and the challenges they face.\u201d<\/p>\n\n\n\n<p>The statement says that \u201clease obligations also represent\none of the largest vulnerabilities during times of reduced aviation activity.\nBut because the airport sponsors rely on this revenue to finance the day-to-day\noperation of the airport itself, when tenants are unable to meet payroll\nobligations and the terms of their tenancy agreement with their airport\nsponsors, it imperils the ability of the airport to operate safely and\nefficiently.\u201d<\/p>\n\n\n\n<p>Further, the statement recommends \u201cDepartments of Treasury\nand Transportation to analyze the amount of airport sponsors\u2019 revenues that\naccount from the lease obligations of certain tenant businesses, and then to\nprovide a level of relief equal to that amount with the requirement that\nairport sponsors abate lease obligations over the term of the assistance\nprovided.\u201d<\/p>\n\n\n\n<p>Visit NATA\u2019s Coronavirus <a href=\"http:\/\/www.nata.aero\/advocacy\/coronavirus\">Resource Page<\/a>.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Today, the National Air Transportation Association (NATA) submitted a statement to the Senate Committee on Commerce, Science, and Transportation on the impacts of COVID-19 discussing the business aviation industry and outlining policy recommendations.
