Zina provides experience and knowledge of land use regulations,\nincluding the facilitation of land use permitting and of the State\nEnvironmental Quality Review Act (SEQRA); urban planning and design; site\ndevelopment, site plan review, and subdivision regulations to advance the goals\nof the development community.<\/p>\n\n\n\n<div class=\"wp-block-image\"><figure class=\"alignright is-resized\"><img loading=\"lazy\" decoding=\"async\" src=\"\/wp-content\/uploads\/Lagonegro-Zinaedit.jpg\" alt=\"\" class=\"wp-image-15107\" width=\"149\" height=\"209\" srcset=\"https:\/\/stateaviationjournal.com\/wp-content\/uploads\/Lagonegro-Zinaedit.jpg 500w, https:\/\/stateaviationjournal.com\/wp-content\/uploads\/Lagonegro-Zinaedit-214x300.jpg 214w\" sizes=\"auto, (max-width: 149px) 100vw, 149px\" \/><figcaption><em>Zina Lagonegro<\/em><\/figcaption><\/figure><\/div>\n\n\n\n<p>Zina comes to Passero from the City of Rochester, where she\nrecently retired as Manager of Zoning. In that position, she was responsible\nfor administering the Rochester Zoning Code, and the oversight and management\nof three land use boards and two advisory boards, the Site Plan Review process,\nand several administrative approvals.<\/p>\n\n\n\n<p>Zina holds a B.S. in Civil Engineering Technology from the\nRochester Institute of Technology and an A.A.S. in Mechanical Engineering\nTechnology from Monroe Community College. She is a New York State Department of\nEducation Engineer-in-Training, and is certified by the American Institute of\nCertified Planners. She is also a member of the American Planning Association\nand the Urban Land Institute, and she holds certifications in Erosion &amp;\nSediment Control, Stormwater Management, and Stormwater Pollution Prevention\nPlan (SWPPP) preparation and review.&nbsp;\nZina is also knowledgeable with the New York State Uniform Fire\nPrevention and Building Code.<\/p>\n\n\n\n<p>As Director of Entitlements &amp; Permitting, Zina will:<\/p>\n\n\n\n<p>Coordinate the review of the development concept plans and regulations\nfor new Planned Development Districts<\/p>\n\n\n\n<p>Develop and monitor project schedules and entitlement\ndeadlines<\/p>\n\n\n\n<p>Oversee Site Plan Review<\/p>\n\n\n\n<p>Assist Developer clients in achieving their goals using her\nknowledge of urban planning and land use concepts, procedures, and best\npractices<\/p>\n\n\n\n<p>In her spare time, Zina can be found cheering on her\ndaughter at track meets and listening to her son play in the school Jazz\nband.&nbsp; Zina and her husband are Rochester\nnatives and are raising their twins with a love for travel, adventure, nature,\nsports and music.&nbsp; Zina enjoys cooking\nand she is a car enthusiast.&nbsp; The\nLagonegros reside in Greece, New York.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Passero welcomes Zina Lagonegro, EIT, AICP, who joins the Passero Associates Civil Department as Director of Entitlements &amp; Permitting.
