The program is\nopen to all. There is no requirement that you must fly to a participating\nairport. You may drive, hike, or travel by horseback; the key is to visit the\nstate\u2019s airports and benefit their local communities.<\/p>\n\n\n\n<p>A jacket is awarded to those achieving just 90% of\nparticipating airports. This intentionally acknowledges \u2013 and does not penalize\nfor \u2013 that some airports may be beyond a pilot\u2019s skill level or his\/her\naircraft\u2019s performance, and given Washington\u2019s unique landscape, seaplane bases\nand land-based airports both participate in the program.
