{"id":14387,"date":"2019-12-04T21:37:15","date_gmt":"2019-12-04T21:37:15","guid":{"rendered":"https:\/\/stateaviationjournal.com\/?p=14387"},"modified":"2019-12-04T21:37:17","modified_gmt":"2019-12-04T21:37:17","slug":"cbp-and-privacy-groups-discuss-biometric-entry-exit-mandate","status":"publish","type":"post","link":"https:\/\/stateaviationjournal.com\/index.php\/national-news\/cbp-and-privacy-groups-discuss-biometric-entry-exit-mandate\/%20","title":{"rendered":"CBP and Privacy Groups Discuss Biometric Entry-Exit Mandate"},"content":{"rendered":"\n<p>U.S. Customs and Border Protection met yesterday with\nleading privacy experts to discuss CBP\u2019s implementation of the Congressional\nbiometric entry-exit mandate.<\/p>\n\n\n\n<p>The meeting was the third in an ongoing series of discussions\nabout measures that CBP is taking to protect traveler privacy during the\nbiometric facial comparison process at U.S. ports of entry.<\/p>\n\n\n\n<p>\u201cCBP is committed to keeping the public informed about\nour use of facial comparison technology,\u201d said John Wagner, Deputy Executive\nAssistant Commissioner of the CBP Office of Field Operations. \u201cWe are\nimplementing a biometric entry-exit system that protects the privacy of all\ntravelers while making travel more secure and convenient.\u201d<\/p>\n\n\n\n<p>CBP\u2019s discussions with Congress, privacy groups and\nindustry stakeholders have already yielded important results for the biometric\nfacial comparison process. Among other measures, CBP has:<\/p>\n\n\n\n<p>&#8211;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Reduced the\nmaximum retention period for new photos of U.S. citizens from 14 days to 12\nhours;<\/p>\n\n\n\n<p>&#8211;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Established\nstringent business requirements that ensure that airlines and other partners do\nnot retain traveler photos for their own business purposes;<\/p>\n\n\n\n<p>&#8211;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Worked with\nbusiness partners to provide travelers with sufficient privacy notice by\nenhancing signage and announcements at departure gates; and<\/p>\n\n\n\n<p>-\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0 Published 10 <a href=\"https:\/\/www.dhs.gov\/sites\/default\/files\/publications\/privacy-pia-cbp030-tvs-november2018_2.pdf\">Privacy Impact Assessments<\/a> to inform the public of how the agency will collect, use and store personally identifiable information as part of the new biometric process.<\/p>\n\n\n\n<p>CBP is using biometric facial comparison technology to\nfacilitate the entry and exit of international travelers while meeting the\nCongressional mandate to implement a biometric entry-exit system. By\nincorporating the technology into the existing travel process, CBP is able to\nenhance security, facilitate lawful travel and protect traveler privacy.<\/p>\n\n\n\n<p>U.S. citizens may opt out of the biometric facial\ncomparison process by notifying a CBP officer or airline representative.\nIndividuals who opt out simply present their passport for visual inspection, as\nis standard practice at ports of entry today. <\/p>\n\n\n\n<p>To date, CBP and its partners have introduced biometric\nfacial comparison technology at more than 20 U.S. air, sea and land ports of\nentry. The technology has enabled CBP to interdict more than 200 individuals\nwho illegally attempted to enter the United States by using the genuine travel\ndocuments of persons whom they resemble. <\/p>\n\n\n\n<p>CBP is required by law to implement a system to\nbiometrically record foreign nationals\u2019 entry to and departure from the United\nStates.
