She joins Cozen O\u2019Connor from American Airlines, where she served as the\ndirector of security and government affairs. Welford focuses her practice on representing airlines,\nairports, and other regulated entities before TSA on civil enforcement actions\nas well as counseling regulated entities on compliance with TSA security\nregulations. She also advises on the legal and business ramifications of\nevolving TSA and CBP legislative and regulatory changes as well as\ntransactional matters with an aviation security nexus.<\/p>\n\n\n\n<p>\u201cRachel\u2019s experience with aviation security matters,\nparticularly at the intersection of security law, policy, and compliance will\nbe of great value to the firm\u2019s airline and other aviation industry clients,\u201d\nsays David Heffernan, a member of the firm&#8217;s Transportation &amp; Trade Group\nand co-chair of its Aviation Industry Team. \u201cOur clients are facing\nincreasingly complex legal and operational challenges in the security area.\u201d<\/p>\n\n\n\n<p>Previously at Cozen O\u2019Connor, as part of her broader\naviation practice, Welford guided major aviation companies through the\nincreasingly complex safety and economic regulatory measures promulgated by\ndomestic and international regulatory bodies. She also counseled U.S. and\nforeign airlines on strategies for compliance with consumer protection and\naviation safety laws implemented by the Department of Transportation (DOT) and\nthe Federal Aviation Administration.
