{"id":12011,"date":"2019-02-18T21:54:54","date_gmt":"2019-02-18T21:54:54","guid":{"rendered":"https:\/\/stateaviationjournal.com\/?p=12011"},"modified":"2019-02-18T21:54:55","modified_gmt":"2019-02-18T21:54:55","slug":"faa-makes-major-drone-id-marking-change","status":"publish","type":"post","link":"https:\/\/stateaviationjournal.com\/index.php\/unmanned-systems\/faa-makes-major-drone-id-marking-change\/%20","title":{"rendered":"FAA Makes Major Drone ID Marking Change"},"content":{"rendered":"\n<p>The Federal Aviation Administration (FAA) has posted a rule\nin the Federal Register requiring small drone owners to display the FAA-issued\nregistration number on an outside surface of the aircraft. Owners and operators\nmay no longer place or write registration numbers in an interior compartment.\nThe rule is effective on February 23. The markings must be in place for any\nflight after that date.<\/p>\n\n\n\n<p>When the FAA first required registration of small drones in\n2015, the agency mandated that the registration marking be readily accessible\nand maintained in readable condition. The rule granted some flexibility by\npermitting the marking to be placed in an enclosed compartment, such as a\nbattery case, if it could be accessed without the use of tools.<\/p>\n\n\n\n<p>Subsequently, law enforcement officials and the FAA\u2019s\ninteragency security partners have expressed concerns about the risk a\nconcealed explosive device might pose to first responders upon opening a\ncompartment to find a drone\u2019s registration number. The FAA believes this action\nwill enhance safety and security by allowing a person to view the unique\nidentifier directly without handling the drone.<\/p>\n\n\n\n<p>This interim final rule does not change the original\nacceptable methods of external marking, nor does it specify a particular\nexternal surface on which the registration number must be placed. The\nrequirement is that it can be seen upon visual inspection of the aircraft\u2019s\nexterior.<\/p>\n\n\n\n<p>The FAA has issued this requirement as an Interim Final Rule\n&#8212; a rule that takes effect while also inviting public comment. The FAA issues\ninterim final rules when delaying implementation of the rule would be\nimpractical, unnecessary, or contrary to the public interest. In this case, the\nagency has determined the importance of mitigating the risk to first responders\noutweighs the minimal inconvenience this change may impose on small drone\nowners, and justifies implementation without a prior public comment period.<\/p>\n\n\n\n<p>The FAA will consider comments from the public on this\nInterim Final Rule, and will then review any submissions to determine if the\nprovisions of the ultimate Final Rule should be changed. The 30-day comment period\nwill end on March 15, 2019. To submit comments, go to\nhttp:\/\/www.regulations.gov and search for \u201cRIN 2120-AL32.\u201d<\/p>\n\n\n\n<p>As Transportation Secretary Elaine Chao promised last month,\ntoday the FAA also posted proposed new rules to let drones fly routinely at\nnight and over people, and to further integrate them safely into the nation\u2019s\nairspace.
