With the Category 1 rating,\nVietnamese air carriers that are able to secure the requisite FAA and DOT\nauthority can establish service to the United States and carry the code of U.S.\ncarriers.<\/p>\n\n\n\n<p>The FAA had not previously assessed Vietnam\u2019s civil aviation\nauthority for compliance with ICAO standards. The Category 1 status announced\ntoday is based on an August 2018 FAA assessment of the safety oversight\nprovided by the Civil Aviation Administration of Vietnam.<\/p>\n\n\n\n<p>As part of the FAA\u2019s IASA program, the agency assesses the\ncivil aviation authorities of all countries with air carriers that have applied\nto fly to the United States, currently conduct operations to the United States,\nor participate in code sharing arrangements with U.S. partner airlines, and\nmakes that information available to the public.&nbsp;\nThe assessments determine whether or not foreign civil aviation\nauthorities are meeting ICAO safety standards, not FAA regulations.<\/p>\n\n\n\n<p>To maintain a Category 1 rating, a country must adhere to\nthe safety standards of ICAO, the United Nations\u2019 technical agency for aviation\nthat establishes international standards and recommended practices for aircraft\noperations and maintenance.
